Because this item was one of several items on three committee agendas which were related, Bill
No. 240 was postponed to a Joint Committee Meeting on Planning, Finance, and Public Works
and Intergovernmental Relations, which was convened at the end of the scheduled committees
for the day. The Chairman of each committee consecutively called the meetings to order and
relinquished their respective chairs to Council Chair Pete Hoffmann.
Your Committee on Finance, to which was referred Bill No. 240, reports as follows:
Bill No. 240, transmitted by Director of finance William Takaba, via Communication No. 1007,
dated February 4, 2008, amends Ordinance No. 07-83, as amended, the Capital Budget, ending
June 30, 2008, by adding the following project:
PUBLIC WORKS:
Mamalahoa Bypass Mitigation Measures
(110.399.5397.44)
$500,000
Funds for this appropriation increase shall be provided from:
Pair Share Contributions (Fund Balance -Designated) $500,000
The project proposes to use fair share assessment funding to construct traffic calming
improvements on Ali`i Drive and Haleki`i Street to mitigate the anticipated increase in vehicle
traffic caused by the opening of the Northern portion of the Mamalahoa Bypass. Opening the
Northern portion of the Bypass, along with the use of Haleki`i Street makai of Kona Scenic Park;
would provide South Kona motorists with an alternate route when traveling through Honalo,
Kainaliu, and Kealakekua towns.
Committee Member Pete Hoffmann made a motion to postpone this measure to the
March 11, 2008 Committee on'Pinance meeting to provide the Department of Public Works time
to put in place the safety improvements on Ali`i Drive and Haleki`i Street due to the anticipated
vehicle traffic caused by the opening of the Northern portion of the Mamalahoa Bypass.

Pursuant to Section 10-6(d),,Hawai`i County Charter, the Council may amend the Capital Budget
for that year with atwo-thirds vote.
The First Joint Committee on Public Works and Intergovernmental Relations, Finance, and
Planning is in accord with the purpose and intent of Bi11240, and recommends it pass first
reading.
