Your Committee on Planning, to which was referred Communication 1380, reports as follows:
Communication 1380 from Mayor Harry Kim, dated August 11, 2008 nominates Mr. Bryan
Lindsey of Council District 3 to serve on the Water Board of the County of Hawaii.
Mr. Lindsey is a 50-year resident of Hawaii and, since 1998, has been employed as an engineer
with Verizon Hawaii and continues his employment with Hawaiian Telcom as Local Manager.
Mr. Lindsey's community service includes representing Hawaiian Telcom at Hilo Downtown
Improvement meetings and participating and mentoring with the Junior Achievement Program ,
and is not affiliated with any political party. If confirmed, Mr. Lindsey will serve a term to end
on December 31, 2012, replacing Paula Helfrich, whose term expired on December 31, 2007.
Pursuant to Section 13-4, Hawaii County Charter, the Water Board shall consist of members
appointed by the mayor and approved by the Council.
At the August 26, 2008 Committee on Planning meeting, Corporation Counsel Lincoln Ashida
expressed high praise and recommendation of Mr. Lindsey. Mr. Ashida stated that
Mr. Lindsey's character was of the highest quality and felt he was the best candidate for the
position. Other Councilmembers also expressed positive support of Mr. Lindsey's nomination.
Councilmember Higa stated that Mr. Lindsey was exactly the kind of person needed on the
Water Board. Mr. Higa also noted his concern that the Water Board needs to look at the big
picture regarding water sources, not focus solely on maintaining existing facilities, and take a
proactive leadership role in determining where the County's water sources are.
Mr. Lindsey agreed and stated that personally, he does things with his daughter in mind and what
their generation will end up with in the future. He said if given the privilege to serve, he would
have a role in forming the future for the next generation, noting that his background in
engineering, planning and budgeting would be a benefit to the Hilo community.

Your Committee on Planning recommends the confirmation of Mr. Bryan Lindsey to the Water'
Board. Committee Chair Pilago noted that as a courtesy, Mr. Lindsey's appearance before the
Council is waived.
