Your Committee on Public Works and Intergovernmental Relations, to which was referred Communication
No. 1395, regarding Bill 352, reports as follows:
Bill 352, transmitted by Director of Public Works Bruce McClure, via Communication No. 1395, dated
August 13, 2008 amends Chapter 24, article 10, division 2, section 24-273, schedule 21 (Permitted U-turn
areas), paragraph (c) South Hilo, of the Hawaii County Code 1983 (2005 edition, as amended), is amended
by repealing and deleting subparagraph (1), as follows, with the remaining clauses to be appropriately
renumbered:

Department of Public Works Civil Engineer Aaron Takaba appeared before your committee and
commented that the intent of this amendment is to update the Hawaii County Code to reflect the revised
traffic pattern in this area. Furthermore, due to the removal of the painted traffic circle and the addition of
more diagonal parking along Kamehameha Avenue it would not be appropriate to allow U-turns at the
subject intersection.
There was no testimony from the public on this proposed bill.
Your Committee on Public Works and Intergovernmental Relations is in accord with the purpose and intent
of Bill 352, and recommends its passage on first reading.
