Your Committee on Finance, to which was referred Resolution No. 733-08, reports as follows:
Resolution No. 733-08, transmitted jointly with Bill No. 357 by Director of Finance William Takaba, via
Communication No. 1420, dated August 26, 2008, authorizes the Office of the Mayor to enter into an
agreement with the State of Hawaii Department of the Health, for the Chronic Disease Self Management
Program. Funds will be used to coordinate workshops from October, 2008 through September, 2009.
The State of Hawaii Department of Health has authorized $66,010 to the Hawaii County's Office of Aging for
the Chronic Disease Self Management Program (CDSMP). These funds derived from the U. S. Administration
of Aging, and will be used to implement the CDSMP, which is an evidenced-based prevention program that
replicates a specific intervention that has been tested with random controlled experiments with published
results. The goals of this project is to build an Aging Network capacity in evidenced based programming and to
embed the Chronic Disease Self Management Program in the Aging Network.
Pursuant to Section 46-7, Hawaii Revised Statutes, County Departments must obtain the consent of the Council
to enter into agreements with the federal or state governments respecting action to be taken pursuant to any of
the powers granted by law to furnish, expend and receive any funds or other assistance in connection with
projects being or to be undertaken pursuant to those powers.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 733-08, and
recommends its adoption.
