Your Committee on Finance, to which was referred Resolution No. 734-08, reports as follows:
Resolution No. 734-08, transmitted jointly with Bill No. 358 by Director of Finance
William Takaba, via Communication No. 1421, dated August 27, 2008, authorizes the Office of
the Mayor to enter into an agreement with the State of Hawaii Department of Defense, State
Civil Defense for the Public Safety Interoperable Communications grant.
The U. S. Department of Homeland Security, Preparedness Directorate, U. S. Department of
Commerce, and the National Telecommunications and Information Administration had jointly
awarded a Public Safety Interoperable Communications Grant to the State of Hawaii. The State
of Hawaii Legislature enacted Act 158, Session Laws of Hawaii 2007, also cited as the
Supplemental Appropriation Act of 2008, which appropriated funding for the matching
requirement to that Federal grant. These funds which are being passed through the State of
Hawaii Department of Defense, State Civil Defense, in the amount of $1,275,000 of Federal
funds, and $300,000 of State funds.
This grant is intended to provide the County of Hawaii with enhanced interoperable
communications with respect to voice, data, and/or video signals. This project will add one
island-wide radio channel in each of the 22 repeater sites and enhance police and fire facilities
internal communications equipment, and will establish Radio over Internet Protocol at multiple
points (2PSAPS), and at the County's fire and police stations and emergency operating center. It
will also support enhanced data connectivity by establishing T-1 lines from the DS3 microwave
links that currently support connectivity to the Hawaii County Fire and Police Departments.
Mr. Quince Mento, Civil Defense Administrator, stated that the grant was issued to the State
through the Department of Homeland Security, of which $1,275,000 was given to the County of
Hawaii, along with the $300,000 match from the State Legislature. Mr. Mento further stated
that the project will have three phases: (i) provide conduits in and out of the data system to be at
full capacity; (ii) creation of a single common radio channel that all agencies will use in the
event of an emergency and/or communication between departments; (iii) revamping all the
dispatch consoles, Police, Fire, and Civil Defense to provide a common platform for all dispatch
and communication centers use.

Mr. Clayton Yugawa, Director of Data Systems Department, informed Your Committee that this
project will provide anisland-wide connectivity for data, voice, and video coverage between all
police and fire stations on the Big Island.
Pursuant to Section 46-7, Hawaii Revised Statutes, County Departments must obtain the consent
of the Council to enter into agreements with the federal or state governments respecting action to
be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds
or other assistance in connection with projects being or to be undertaken pursuant to those
powers.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 734-08,
and recommends its adoption.
