Yamashiro per Communication No. 702, dated January 29, 1998, regarding the change of zone request by W. H. Shipman, Ltd. at Keaau, Puna, Hawaii, TMK: 1-6-143:38, reports as follows: Bill No. 196 amends Section 25-8-25 (Keaau Zone Map), Article 8, Chapter 25 (Zoning Code) of the Hawaii County Code, by changing the district classification for approximately 0.72 acres of land from a Single Family Residential to Village Commercial zoned district. The subject property is located on Pili Mua Street, adjacent to the Keaau Police Station and Fire Station. The fee simple property is owned by the applicant, and will be developed into asingle- story medical office facility consisting of approximately 6,000 squaze feet with appropriate pazking for staff and patients. The subject property is situated within the State Land Use Urban District. The applicant's request to change the zoning classification would promote a medium density village commercial development as well as provide for commercial developments to maximize convenience to users, which would be compatible with the surrounding azea. Access to the subject property from the Old Volcano Highway will be from Pili Mua Street, a County owned and maintained roadway which has a 50-foot right-of--way and a 22-foot pavement plus paved swales. The irregulazly shaped, grass-covered lot is flat with some trees growing on the back slope. The land is currently vacant of an}' structures and drainageways. Lands to the west, which are owned by W. H. Shipman, Ltd. acid leased to the County of Hawaii, aze zoned Village Commercial (CV-10). Lands to the north aze also owned by Shipman and aze zoned CV-10. Lands to the east are zoned Single Family Residential (RS-15). Across the subject property on Pili Mua Street is the State Elderly Housing project which is zoned Single Family Residential (RS-] 0). The Land Study Bureau's Overall Master Productivity Rating is designated for urban uses. The Flood Insurance Rate Map (FIRM) designation has not been mapped in detail for this azea, but the entire region is within Zone X, an area determined to be outside the 500-year flood plain. The State Department of Agriculture Lands of Importance to the State of Hawaii (ALISH) Map classifies the area as existing urban development. All utilities and services aze available to the property. Water is currently provided by a 6-inch water line along Pili Mua Street, but in conjunction with the County's plans for an additional elderly housing development, the County will be installing an 8-inch water line in addition to the roadway improvements. According to the General Plan Land Use Pattern Allocation Ciuide (LUPAG) Map, the azea is Medium Density Urban Development. According to the State Department of Health, the subject parcel is located in the Critical Wastewater Disposal Area where cesspools are not allowed, so a private system will have to be installed for the proposed use. The soils are classified as Olaa extremely stony silty clay loam which is underlain by Aa lava, resulting in rapid permeability and slow runoff with slight erosion. Your Committee on Planning is in accord with the intent and purpose of Bill No. 196, and recommends it pass first reading. bh AYES NOES A&E EX Respectfully submitted LEITHEAD-TODD x COMMITTEE~ON PI~INNING TYLER x ~~tlZ!~„ _i%, /~4 REYNOLDS x O BY JEAN LEITHEAD-TODD, CHAIR SANTANGELO Jt sM~TFi x PC REPORT NO. 96 vAGOxc x ADOPTED: Pl,',R 6 198 ARAKAK( E.O.M.
