REPORT OF THE COMMITTEE ON PLANNING DATE: January 6, 1998 Re: C-647Bi11 No. 185 PLACE: Councilroom TIME: 2:41 p.m. Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Planning, to which was referred Bill No. 185, transmitted by Mayor Stephen K. Yamashiro per Communication No. 647, dated December 16, 1997, regazding the change of zone request by Kalulcalu Properties at Kealakekua, South Kona, Hawaii, TMK: 8-1-4: Portion 52, reports as follows: Bill No. 185 amends Section 25-8-4 (South Kona Zone Map), Article 8, Chapter 25 (Zoning Code) by changing the district classification for approximately 2.005 acres of land from a Single Family Residential (RS-15) to a Village Commercial (CV-7.5) zoned district. The subject property is located on the west side of Mamalahoa Highway adjacent to the Kona Historical Society in Kealakekua, and is owned in fee by the applicant. The subject property has a total area of 7.935 acres of which 2.005 acres is proposed for reclassification. The rectangulaz shaped property houses four structures: the Kona Meat Mazket, the Greenwell Fazms coffee roasting facility which is located in the old dairy building and two single-story office structures which are used by Greenwell Farms. The purpose of this application is to change the zoning to legitimize the existing commercial uses on the mauka portion of the property. The balance of the property will be subdivided from the commercial property and continue to be zoned Agricultural five-acre (A-5a) to accommodate the existing agricultural uses on that portion of the property. The applicant plans to lease one of the existing office structures in the commercial zone to the adjacent Kona Historical society for exhibit space. The existing meat processing facility and market will continue to be operated for those purposes by Kona Specialty Meats. Greenwell Fazms will continue to use the old dairy building as the roasting facility for coffee crops. Access to the subject property is off Mamalahoa Highway, which has aright-of--way width of 60 feet with 20 feet of pavement. Water is provided to the subject property by a 1 1/2 inch meter that fronts the site. Wastewater is presently directed into existing cesspools, and will continue as such because the Department of Health did not indicate any environmental health concerns. Adjacent properties to the subject property are zoned RS-I5, and A-Sa for single family residential, coffee and agricultural uses. Soils within the subject property have been classified as "B" (Good) for agricultural productivity by the Land Study Bureau's Detailed Land Classification System, and "unique" by the r . - Agricultural Lands of Importance to the State of Hawaii (ALISH) system. "Unique" agricultural land is defined as "land that has the special combination of soil quality, location, growing season, moisture supply, and is used to produce sustained high quality and or high yields of a specific crop when treated and managed according to modern farming methods." Your Committee concurs with the Planning Commission and the Planning Director for recommending a favorable consideration for the change of zone request with the following reasons: 1. The zone request conforms with the goals, policies and standards of the General Plan. 2. The zone request is consistent with General Plan Land Use Pattern Allocation Guide (LUPAG) Map which designates the area for Medium Density Urban Development. 3. The zone request is consistent with the Kona Regional Plan which designates the subject area for Village Commercial uses. Your Committee amended Bill No. 185, via C-647.02, with minor grammatical amendments and standazd language used in similar zonings. Condition G added the standazd catch-all condition.
