Your Committee on Planning, to which was referred Bill No. 177, transmitted by Mayor Stephen
K. Yamashiro per Communication No. 617, dated November 25, 1997, regazding the change of
zone request by Oda/McCarty Architects, Ltd. at Waiakea, South Hilo, Hawaii,
TMK: 2-2-34:35, reports as follows:
Bill No. 177 amends Section 25-8-33 (City of Hilo Zone Map), Article 8, Chapter 25 (Zoning
Code) by changing the district classification for approximately 22,500 squaze feet of land from a
Single Family Residential (RS-10) to a Neighborhood Commercial (CN-7.5) zoned district.
The subject property is located on the east side of Manono Street approximately 200 feet north of
its intersection with Hualani Street in Waiakea House Lots. The property is owned by Juro
Murakami, Etsuro Murakami, Keiji Murakami, Jean K. Murakami, Norman Murakami, Peter
Murakami and Leo Murakami, who have granted authorization to the applicant for the change of
zone application. The applicant is requesting a change of zone to relocate its azchitectural and
planning office to the subject site because their current office site was recently acquired by Big
Island Candies, Inc.
The subject property is rectangulaz in shape and relatively level. The site plan submitted by the
applicant indicates an existing 1,840 square foot two-story dwelling, greenhouse, garage and
shed on the subject property. The dwelling will be converted into the office and the existing
garage will be retained and used as a portion of the pazking azea. The site plan indicates nine
proposed parking stalls on the site as well as a landscaping buffer on the northern portion of the
property. Access to the property is from Manono Street, a County road with an approximate 20-
foot wide pavement in good condition, with 2-foot wide paved shoulders, all within an
approximate 50-foot right-of--way.
Water is available to the subject property from an existing 5/8-inch meter with a maximum
allotment of 600 gallons of water a day. A County sewer line fronts the subject property to
which the Department of Public Works requires a connection.
Adjacent properties to the subject property aze zoned RS-10 acid aze in single family residential
uses. Single family dwellings surround the property to the north, east and south, and the
Kilohana Oka Malamalama Church is situated directly across from the subject property to the
west.
At the northern end of the Waiakea Houselots in the vicinity of the Hoolulu Park Complex, one
half of the block area bounded by Mililani-Piilani-Kalanikoa-Hualani Streets has been zoned
General Commercial (CG-7.5) since the adoption of the City of Hilo Zone Map in 1968. Since
1981, commercial activities have been developing from Piilani Street and moving southerly.
Your Committee concurs with the Planning Commission and the Planning Director for
recommending a favorable consideration for the change of zone request with the following
reasons:
1. The zone request would further the County's goals of providing an economic
environment which allows new or existing businesses to expand and diversify
the County's economic base.
2. The zone request conforms with the goals, policies and standazds of the
General Plan.
3. The zone request is consistent with General Plan Land Use Pattern Allocation
Guide (LUPAG) Map which designates the area for Medium Density Urban
Development.
4. All essential services and utilities will be provided.
Your Committee aznended Bill No. 177, via C-617.01, with minor grammatical amendments.
Your Committee on Planning is in accord with the intent and purpose of Bill No. 177, Draft 2,
and recommends it pass first reading.
