- <br /> <br /> _ _ REPORT OF THE <br /> COMMITTEE ON PLANNING <br /> DATE: January 6, 1998 Re: C-616/Bill No. 176 <br /> PLACE: Councilroom <br /> TIME: 2:41 p.m. <br /> Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Planning, to which was referred Bill No. 176, transmitted by Mayor Stephen <br /> K. Yamashiro per Communication No. 616, dated November 25, 1997, regazding the change of <br /> zone request by Scott and Susan Nakahara at Hauola, Opihilala, Hamakua, Hawaii, <br /> TMK: 4-3-3:31, reports as follows: <br /> Bill No. 176 amends Condition F (roadway improvements) of Ordinance No. 96-9, which <br /> reclassified approximately 14.913 acres of land from an Agricultural (A-40a) to an Agricultural <br /> (A-la) zoned district. <br /> The applicant originally intended to provide access to the proposed subdivided lots from Hauola <br /> Road; however, in planning Increment I, the applicants encountered design limitations which <br /> required them to provide access for all seven lots within Increment I from Pohakea Road. As a <br /> result, the subdivision plans were amended to utilize Pohakea Road to access all seven lots, and <br /> applicable resurfacing and roadway improvements will be required for Pohakea Road in <br /> conjunction with final subdivision approval of Increment I. Improvements to Hauola Road will <br /> be delayed until the development of Increment II. <br /> The subject property, owned in fee by the applicant, is oblong in shape and is located <br /> immediately on the Honokaa side of Paauilo Village. The property was involved in two previous <br /> State Land Use Boundary Review actions. During the 1969 Boundary Review, the State Land <br /> Use Commission reclassified the subject property from Agricultural to Urban to allow for <br /> proposed residential development by the sugaz company. However, during the second 5-yeaz <br /> Boundazy Review in 1974, the property was reclassified back to Agricultural with the <br /> concurrence of the Planning Commission. The sugaz company at that time intended to continue <br /> sugar cane production on the property. At the same time, the sugar company requested Urban <br /> designation for about 40 acres adjacent to Paauilo School. <br /> The applicants presently reside in the single-family dwelling, constructed in 1992, which is <br /> located on the western section of the property. The remaining portion of the land is presently <br /> used for cattle grazing. <br /> Access to the subject property is from Hauola Road and Pohakea Road which aze County <br /> maintained roadways. Hauola Road has a 50-foot wide right-of--way with 18-foot wide pavement <br /> and grass shoulders. Pohakea Road also has a 50-foot wide right-of--way with 16-foot wide <br /> pavement and grass shoulders. <br /> The Department of Water Supply has stated that water is available to support a maximum of <br /> seven units. <br /> <br />
