Your Committee on Planning, to which was referred Bill No. 175, transmitted by Mayor Stephen
K. Yamashiro per Communication No. 615, dated November 25, 1997, regazding the change of
zone request by Roy and Eunice Shigenaga at Waiakea, South Hilo, Hawaii,
TMK: 2-2-48:7, reports as follows:
Bill No. 175 amends Section 25-8-33 (City of Hilo Zone Map), Article 8, Chapter 25 (Zoning
Code) by changing the district classification for approximately 20 acres of land from an
Agricultural (A-l0a) to a Family Agricultural (FA-3a) zoned district.
The subject property is located within the Panaewa Farm Lots on the north side of Makalika
Street approximately 270 feet east of its intersection with Kanoelehua Avenue (Volcano Road).
The applicant intends to divide the subject property into five lots ranging from three to seven
acres in size.
The subject property, owned in fee by the applicant, is rectangulaz in shape. A total of five lots,
one of which includes the one acre house lot, are proposed to run perpendicular to Makalika
Street. Lots "7-A", "7-B", "7-D" and "7-E" will have an azea of 3.3 acres each. Lot "7-C", the
middle one acre house lot, will have an area of 6.6 acres.
Primary access to the subject property is from Makalika Street, a county maintained street which
is 20 feet wide and has a 50 foot wide right-of--way. Makalika Street intersects the Hawaii Belt
Highway which has been improved by Nani Mau Gardens. Railroad Avenue can also be used to
access the property.
Water is available to the subject property and four additional water meters are also available for
the proposed subdivided lots.
Adjacent lands surrounding the subject property are zoned A-l0a and A-3a and are for
agricultural/residential uses. In recent yeazs, six requests for a change of zone to Agricultural (A-
3a) or Agricultural (A-la) zoned districts were approved within the surrounding azea.
Because the property was previously cleared, it is not known t:o have raze or endangered plant or
animal life.
Soils within the subject property have been classified as "E" (Very Poor) for agricultural use by
the Land Study Bureau. The Agricultural Lands of Importance in the State of Hawaii (ALISH)
designates the property as "Other Important Agricultural Land" which includes lands other than
"prime" or "unique" agricultural land. The U. S. Department of Agriculture Soil Conservation

Service's Soil Survey report classifies the soils on the property as Papai (rPAE), consisting of
:"well-drained, thin, extremely stony organic soils over fragmental A'a lava."
The subject azea has no severe topographic or geologic problems which cannot be properly
rectified or which would render the land unusable for the proposed use.
Your Committee concurs with the Planning Commission and the Planning Director for
recommending a favorable consideration for the change of zone request with the following
reasons:
1. The zone request conforms with the goals, policies and standazds of the
General Plan.
2. The zone request is consistent with General Plan Land Use Pattern Allocation
Guide (LUPAG) Map which designates the area for Low Density Urban
Development.
Your Committee amended Bill No. 175, via C-615.01, with minor grammatical amendments.
Your Committee on Planning is in accord with the intent and purpose of Bill No. 175, Draft 2,
and recommends it pass first reading.
