Your Committee on Planning, to which was referred Communication No. 628 transmitted by
Mayor Stephen K. Yamashiro dated December 10, 1997, reports as follows:
The purpose of Communication No. 628 is to recommend the appointment of the following
individual as a member of the Water Commission:
Mr. C. Kenneth Sowden of Hilo, of no political affiliation , to fill the vacancy created by
the expired term of Mr. Tom Poy, for a term ending December 31, 2001.
Mr. Sowden, a 30-year resident of Hawaii, has been employed by the Monarch Insurance
Service since 1996. Prior to that, he was with Mazsh & McLennan, Inc. (1980-1995).
Pursuant to Section 8-2 of the Hawaii County Charter, the mayor shall appoint members to the
Water Commission to be confirmed by the Council, as prescribed in Section 13-4 of the Hawaii
County Charter.
Mr. Sowden noted that he will be able to work well with other Commission members and will
be able to attend the meetings. He is awaze of the sunshine law and does not foresee any
potential conflicts.
Your Committee on Planning recommends the approval of the appointment of Mr. C. Kenneth
Sowden to the Water Commission.
