Your Committee on Planning, to which was referred Bill No. 167, transmitted by Mayor Stephen
K. Yamashiro per Communication No. 575, dated November 4, 1997, regarding the change of
zone request by Randi Wilson at Hamanamana, North Kona, Hawaii, TMK 7-3-53:49, reports as
follows:
Bill No. 167 amends Section 25-8-3 (North Kona Zone Map), Article 8, Chapter 25 (Zoning
Code) by changing the district classification for approximately 2.095 acres of land from
Agricultural (A-5a) to Family Agricultural (FA-la) zoned district.
The subject property is located on the easterly end of Hamanamana Street between Keahole
View and Kalaoa View Subdivisions where the applicant intends to deve]op the pazcel into two
one-acre lots.
The subject property, owned in fee by the applicant, is rectangulaz in shape. The parcel was
recently graded.
Primary access for the subject property is from Hamanamana Street within the Keahole View
Estates Subdivision which is located along the property's wester boundary. Hamanamana Street
is a 50-foot right-of way with a 20-foot wide pavement and paved shoulders and swales.
Water is available to the subject property from a 6-inch waterline along Hamanamana Street
fronting the subject property. Sewage disposal is required by the Department of Health to be
disposed of into a septic tank system because the subject property is located in the Critical
Wastewater Disposal area where cesspools are not allowed.
Adjacent lands surrounding the subject property aze zoned A-Sa, A-la, and RS-7.5. Many of the
subdivisions are non-conforming residential ranging between 8,000 to 20,000 square feet.
Because the subject property was graded, no endangered or threatened species of floral or fauna
nor any azchaeological sites are anticipated to be found on the subject property.
Soils within the subject property have been classified as "E" or Very Poor for agricultural
productivity by the Land Study Bureau's Detailed Land Classification System and the soils
within the subject property are unclassified by the Agricultural Lands of Importance to the State
of Hawaii (ALISH) system.

The subject area has no severe topographic or geologic problems which cannot be properly
rectified or which would render the land unusable for the proposed use.
Your Committee concurs with the following reasons by the Planning Commission and the
Planning Director for recommending a favorable consideration for the change of zone request:
1. The zone request conforms with the goals, policies and standards of the General
Plan.
2. The zone request is consistent with General Plan Land Use Pattern Allocation
Guide (LUPAG) Map which designates the area for Urban Expansion.
3. The zone request is consistent with the Kona Regional Plan which designates the
area for Residential-4 units/acre.
3. All essential services and utilities, including water, wastewater and roadways will
be provided.
Based on comments submitted by the Department of Public Works that roadway connections to
adjoining pazcels should be provided, Your Committee was informed that such interconnection
would not be feasible because of the steepness of the terrain which is approximately a 40%
grade.
Your Committee amended Bill No. 167, via C-575.01, by the following amendments which aze
used in similar zonings: (1) Adding the standard water commitment payment language to
Condition C;
(2) Adding the standard fair shaze contribution condition with allocations; (3) Adding the
standard Unified Impact-Fees condition; and (4) Adding the standazd catch-all condition.
Your Committee on Planning is in accord with the intent and purpose of Bill No. 167, Draft 2,
and recommends that it pass first reading.
