Your Committee on Finance, to which was referred Communication No. 1442, transmitted by Mayor
Harry Kim, dated September 8, 2008, nominates Mr. Arthur Martin of Council District 2 to the County of
Hawaii Board of Ethics.
Mr. Martin is a 41 year resident of Hawaii. Since 1992, he worked as a clerk at the Seventh Gate
Christian Store until its closure. Mr. Martin is a retired teacher from Ka`u High School, and as a minister
at the Puna United Church of Christ. Mr. Martin's community service includes serving as a member on
the County of Hawaii Planning Commission, State Board of Elder Affairs, and the Good News Prison
Ministry. Mr. Martin states that he is a Democrat. If confirmed, Mr. Martin will be filling a vacant
position that will expire on December 31, 2012.
Mr. Martin was not present at the Committee meeting, and members asked that he be present at the next
reading at full Council.
Pursuant to Article XIV, Section 14-5, Hawaii County Charter, there shall be a Board of Ethics appointed
by the Mayor with the approval of the Council.
Your Committee on Finance recommends the confirmation of Mr. Arthur Martin to the Hawaii County
Board of Ethics.
