Re: Operating Budget
Enclosed is a bill for an ordinance appropriating $43,713 that the Office of the
Prosecuting Attorney has received for a grant entitled Violence Against Women.
This grant is to be used for the salaries and wages and fringe benefits for the
hiring of a Deputy Prosecuting Attorney.
Also enclosed is a resolution authorizing the Mayor to enter into an agreement
for Grant Contract Number 97-VAWA with the Department of Justice.
The Office of the Prosecuting Attorney desires to have the bill and resolution go
directly to the Council meeting scheduled on October 21, 1998.

A. REQUEST:
To increase revenue and create the appropriation accounts for expenditure
of Department of Justice Domestic Violence Prosecution Grant which will
be titled VAWA to differentiate it from previous Domestic Violence Grant.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
We have approval for new grant funds in the amount of $43,713.00 to be expended
for approved budget items in the following accounts: Salaries & Wages and Misc.
Salaries & Wages. These funds require a 25% match which will be paid in the
form of "Employee Fringe Benefits".
Please establish the following appropriation accounts:

099 - 21.00
Total $43,713.00

RE: Attached Bill and Resolution
Pursuant to Section 1(e) of Rule 4 of the Rules of Procedure of the Council of the County
of Hawai'i, this written approval is submitted in regards to Bill No. 307 , regarding a
bill appropriating $43,713 that the office of the Prosecuting Attorney has received for a
grant entitled Violence Against Women and Resolution No34 0- 9$authorizing the
Mayor to enter into an agreement for Grant Contract Number 97-VAWA with the
Department of Justice, waiving said referral from the Committee on Finance in order that
appropriate action be taken by the Council.
In reviewing the contents of the referral, it is deemed advisable that this waiver be
granted.
