Dear Ms. Chang:
I would like to invite you to the Committee on Public Works & Parks meeting that is
scheduled for November 5, 1998 at the Hawaii County Council Building. The meeting
begins at 9:00 a.m., and I would like you to speak to the County Council. The purpose of this
meeting is to provide an interpretation on Hawaii Revised Statutes Chapter 264, Section 264-
2 regarding the issue of roads in limbo. I spoke to Charlene Unoki of the DLNR Land
Management Division, and she suggested that I invite you to this meeting. We are trying to
educate the Councilmembers on the issue of roads in limbo, and the State's interpretation
would greatly help the process.
I have also invited Mr. Richard Wurdeman of our Corporation Counsel office to give the
County's perspective of HRS 264-2 as well as Mr. Jiro Sumada, Deputy Chief Engineer of
our Public Works Department to give the department's standpoint on the matter.
