<br /> <br /> <br /> <br /> <br /> November 4, 1998 <br /> <br /> <br /> Councilmember Dominic Yagong, Chairman <br /> Committee on Public Works and Parks <br /> <br /> RE: Department of Public Works Roads in Limbo <br /> <br /> <br /> My name is Kenneth D. Benevides and I reside at 28-175 Kulaimano <br /> Homestead Road, Pepeekeo, Hawaii. This roadway is 40 feet wide and the <br /> top portion is paved and maintained by the County of Hawaii and the lower <br /> portion is gravel and considered as a road in limbo. <br /> <br /> When it rains the water from the paved portion flows into the gravel portion <br /> <br /> and causes large ruts in the roadway. During the last heavy rains of October <br /> 16/17, 1998, it rained 3.5 inches of rain in the Pepeekeo area and the <br /> roadway got washed away again. <br /> <br /> Approximately 9 working hours were spent by myself, Faye Nihau and Lloyd <br /> Hayashida, who also reside on the same roadway, trying to restore the <br /> <br /> roadway after the rains. <br /> <br /> I've been to the State Department of Land and Natural Resources and they <br /> stated that it is a county road, when I go to the County of Hawaii they tell me <br /> that it is a state road. I've been to the Office of Information and Complaints <br /> and filed a complaint with Mr. Rudy Legaspi about the roadway, also to the <br /> <br /> Planning Department and am informed that it is not a planning problem and <br /> sent to the Public Works Department where I talked to Gaylen and Mr. Jiro <br /> Sumada I've also contacted Councilmember Dominic Yagong. <br /> <br /> I've been to the South Hilo Road Department and talked to Mr. Ned Hogan, <br /> who is helpfid in maintaining the paved portion and not the gravel portion as <br /> <br /> it is considered as a road in limbo. <br /> <br /> All are very sympathetic towards the problem but can not do anything about it <br /> until it is determined who is responsible for the maintenance of the roadways <br /> in limbo. <br /> <br /> <br /> I suggest that the County of Hawaii get control of the roadways in limbo and <br /> allocate the necessary funds for their upkeep. / Dz (Jz <br /> Omm No.~ <br /> Pte No. D_ <br /> <br /> aet.
