RE: Department of Public Works Roads in Limbo
My name is Kenneth D. Benevides and I reside at 28-175 Kulaimano
Homestead Road, Pepeekeo, Hawaii. This roadway is 40 feet wide and the
top portion is paved and maintained by the County of Hawaii and the lower
portion is gravel and considered as a road in limbo.
When it rains the water from the paved portion flows into the gravel portion
and causes large ruts in the roadway. During the last heavy rains of October
16/17, 1998, it rained 3.5 inches of rain in the Pepeekeo area and the
roadway got washed away again.
Approximately 9 working hours were spent by myself, Faye Nihau and Lloyd
Hayashida, who also reside on the same roadway, trying to restore the
roadway after the rains.
I've been to the State Department of Land and Natural Resources and they
stated that it is a county road, when I go to the County of Hawaii they tell me
that it is a state road. I've been to the Office of Information and Complaints
and filed a complaint with Mr. Rudy Legaspi about the roadway, also to the
Planning Department and am informed that it is not a planning problem and
sent to the Public Works Department where I talked to Gaylen and Mr. Jiro
Sumada I've also contacted Councilmember Dominic Yagong.
I've been to the South Hilo Road Department and talked to Mr. Ned Hogan,
who is helpfid in maintaining the paved portion and not the gravel portion as
it is considered as a road in limbo.
All are very sympathetic towards the problem but can not do anything about it
until it is determined who is responsible for the maintenance of the roadways
in limbo.
I suggest that the County of Hawaii get control of the roadways in limbo and
allocate the necessary funds for their upkeep. / Dz (Jz

If there was an emergency that required the assistance of the Fire or Police
Departments I feel that they would have a difficult time coming down the
roadway.
