Dear Committee Chair Yagong and Fellow Councilmembers:
We are members of the Waikoekoe Lots Subdivision (East) Owners' Association, and we would
like to thank you for holding this hearing. The problems caused by roads in limbo are serious,
and we appreciate your effort to find solutions.
We are owners of land that can only be accessed by Mud Lane, a road in limbo outside of
Kamuela. This road has become so horrible that police cars, fire trucks and ambulances will not
go down it. There are now four homes in the subdivision, including one family with a four-
month-old baby. We strongly believe it is the county's responsibility to improve and maintain
Mud Lane so that our families and we may have safe access to and from our homes and property.
We have attached a letter from Dr. Douglas Hiller, M.D., one of our Association members, who
also has concerns about Mud Lane.

MY WIFE, CHILDREN (INCLUDING A FOUR MONTH OLD) AND MYSELF LIVE IN
WAIKOEKOE EAST, AT THE END OF MUD LANE.
THIS IS A COUNTY ROAD WHICH HAS DETERIORATED TO THE POINT WHERE rr IS
DIFFICULT TO DRIVE EVEN WITH A 4WHEEL DRIVE VEHICLE, AND EVEN THEN QUITE
SLOWLY. I
IT HAS BEEN VERIFIED THAT EMERGENCY VEHICLES CANNOT ADEQUATELY ACCESS
THIS ROAD. THIS PLACES THOSE OF US WHO LIVE THERE BEYOND THE REACH OF
APPROPRIATE EMERGENCY MEDICAL HELP, AND FIRE CONTROL ASSISTANCE-
PLEASE FIX THIS COUNTY ROAD SO THAT IT IS PASSABLE.
