Re: Capital Budget
Because some flood walls have caused a shift or increased in the width of
flooding through certain properties, a ground survey to furnish topographic
data to the U.S. Army Corps of Engineers is being conducted to determine
changes to the Special Flood Hazard Area along the Alenaio Stream. To
eliminate flood insurance premiums for property owners, FEMA must revise the
Flood Insurance Rate Maps for Hilo. As part of FEMA's revision process, FEMA
has required the County to notify all affected property owners whom the
Alenaio Stream Flood Control Project has adversely affected.
Enclosed is a bill for an ordinance to acquire portions of Alenaio Stream for
$150,000.

A. REQUEST:
Appropriate $150,000 to acquire portions of Alenaio Stream.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Alenaio Stream Flood Control Project, Flood Walls "All and "B"
has caused a shift or increased in the width of flooding through the
following properties:
Tmk: 2-3-19: 3, 4, 7, 18, 27, 30, 31, 35
Tmk: 2-3-36:11, 12, 18
Tmk: 2-3-41:17, 18, 20
We are conducting a ground survey to furnish topographic data to the
U.S. Army Corps of Engineers to better determine changes to the
Special Flood Hazard Area along the stream. We will acquire, either
in fee or by easement, all lands (including the existing Alenaio
Stream) adversely affected by the Flood Control Project.
The Flood Control Project has eliminated flooding caused by the
Alenaio Stream in Hilo Town. However, to eliminate flood insurance
premiums for property owners, FEMA must revise the Flood Insurance
Rate Maps for Hilo Town. As part of FEMA's revision process, they
have required us to notify all affected property owners whom the
Alenaio Stream Flood Control Project has adversely affected (see
copy of FEMA's 9/25/98 letter). As part of our notification letter
(see sample form letter) we will accept responsibility for the
adverse impacts we have caused by advising the property owners of
our intent to acquire flood prone areas.

This is to notify you that the recently completed Alenaio Stream Flood Control Project may have
caused a shift or increase in the width of flooding along Alenaio Stream that runs through your
property. We, with the U.S. Army Corps of Engineers, will be conducting ground surveys to
determine changes to the Special Flood Hazard Area (SFHA) along the stream. If surveys find
that the flood control project has adversely affected your property, we will work with you to
acquire, either in fee or by easement, all lands flooded by the stream.
We regret any apprehension or difficulties this may cause, but we intend to take all necessary
action to correct this oversight.

Dear Mr. Kuba:
This is in reference to your July 10, 1998, request for a Letter of Map Revision for the above-referenced
community. In our earlier letter to you, we indicated additional data might be required to complete our
review of the request. The data required to complete our review, which must be submitted within 90 days
of the date of this letter, are listed below.
• The requested revision will shift or increase the width of the Special Flood Hazard Area (SFHA),
the area that would be inundated by the flood having a 1-percent chance of being equaled or
exceeded in any given year (base flood), and increase the base flood elevations (BFEs) for portions
of Alenaio Stream. During a telephone conversation on September 10, 1998, with a member of
your staff, we were informed that the county is purchasing drainage easements from all property
owners affected by the revised SFHA width and BFEs. Please"submit-4 so that
