Serving the Interests of the People of our Island Hawai `i County is an Equal Opportunity Provider and Employer EMC-26 Page 2 October 21, 2008 Comm. 1489: A RESOLUTION URGING THE HAWAII STATE LEGISLATURE TO ENACT (Res. 766-08) LEGISLATION THAT WILL SHIFT THE COSTS AND RESPONSIBILITIES FOR WASTE MANAGEMENT FROM LOCAL GOVERNMENTS TO THE MANUFACTURERS OF PRODUCTS AND THAT WILL CREATE INCENTIVES FOR PRODUCT REDESIGN (for the implementation of a policy known as the "Extended Producer Responsibility Framework Approach;" establishes requirements and guidelines for the development of collection processes funded by product manufacturers that provide convenient and sustainable opportunities for recycling or disposal by the public) From Councilmember Emily Naeole, dated September 22, 2008, transmitting the above resolution.
