EPA and Department of Health regulations (HAR 11-58.000-33) require prescribed environmental and health protection procedures be followed during closure and post-closure of a solid waste salvage facility. REQUEST: Amendment to Ordinance Bill 98-50 to add: CLOSURE OF OLD KAILUA SCRAP METAL YARD PROJECT Work to include planning, design, and construction of a State Department of Health approved closure of Old Kailua Scrap Metal Yard. Sampling, testing, and contamination monitoring are some of the tasks associated with proper closure procedures. Total costs for planning (environmental assessment), design, and construction is $900,000. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): EPA and State of Hawaii Department of Health regulations (HAR 11-58.1-33) require prescribed environmental and health protection procedures to be diligently pursued during closure, and post-closure periods of a Solid Waste Salvage Facility. As part of the planning and design, a closure plan is prepared and submitted to the Department of Health for approval.
