HomeMy WebLinkAboutRES 793 Draft 01 2006-2008COUNTY OF HAWAII STATE OF HAWAII RESOLUTION NO. 7~3 ®~ A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT(S) WHEREAS, Kahalu`u Bay is featured in every visitor's guide as one of the best snorkel spots in the Hawaiian Islands due to clear, shallow water (rarely over 8 feet deep) and abundant tropical reef fish; and WHEREAS, unfortunately, the safe and shallow nature of Kahalu`u Bay is also its biggest threat; and WHEREAS, the Kohala Center is a 501(c)3 corporation with a mission to respectfully engage the Island of Hawaii as a living laboratory for humanity; and WHEREAS, the focus of the Kohala Center program has been to develop a cadre of local volunteers to maintain "ReefI'each" and to transform the Kahalu`u Beach Park into an outdoor classroom; and WHEREAS, the Kahalu`u Advisory Group, at the request of the Council Member from District 7, has formulated a long term plan for environmental restoration of the beach and reef areas, with the overall project purpose of making Kahalu`u Bay into a destination for education about marine conservation that merges Western scientific approaches with Hawaiian cultural wisdom and resource management; and WHEREAS, creation of the master plan involves a range of marine education, resource monitoring, environmental restoration, and community engagement activities that aim to preserve and'restore the natural environment and special character of the shoreline and coral reef at Kahalu`u Bay, a portion of the Kahalu`u Beach Park Master Planning process will include studies of how to restore the beach sand to the Kahalu`u Beach Park area; and WHEREAS, Kohala Center needs financial support for operational expenses which include: flip charts, recording supplies, maps, handouts, project descriptions, posters, and advertising layouts to announce community planning meetings to keep the public informed about the planning process, and other materials needed during the community and professional planning process; and WHEREAS, there is a need to cover a portion of the professional fees for engineering studies, and architectural plans, and to help fund the travel for the professionals to participate in site visits, and community meetings, financially support operational expenses such as supplies, meeting provisions, printing, publicity, and graphics; and WHEREAS, Contingency Relief funds from Council District 7 will be appropriated to the Department of Research & Development to be used towards The Kohala Center's efforts to facilitate community-based planning to restore Kahalu`u Beach Park and educate island residents and visitors; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the following amount is hereby transferred/appropriated as set forth below: FUND: General AMOUNT OF APPROPRIATION: $8,000 OUT AND FROM: 010.101.5101.91 Clerk-Council SVC -Contingency Relief $8,000 CREDITED TO: 010.161.5162.98 Department of Research & Development $8,000 Hi. Cty. Resource Center, Misc. Contract Services (Kohala Center/Kahalu`u Beach Park) BE IT FINALLY RESOLVED that the County Clerk shall forward a copy of this resolution to the Director of Research and Development and the Director of Finance and that the Director of Finance is hereby authorized to make the necessary transfers in accordance with the terms of this resolution.
