RESOLUTION NO. 795 98
A RESOLUTION REQUESTING THE DEPARTMENT OF RESEARCH AND
DEVELOPMENT TO CREATE AND MAINTAIN A CONSUMER EDUCATION
WEBSITE DESIGNED TO HELP HAWAII ISLAND RESIDENTS REDUCE THEIR
ENERGY USAGE AND COSTS.
WHEREAS, the Hawaii County Council acknowledges that County government should
provide its citizens with information and strategies to reduce their energy usage, as a means of
reducing Hawaii Island's dependence on fossil fuels and other imported resources for electrical
and transportation energy; and
WHEREAS, according to the Hawaii County Energy Sustainability Plan (Energy Plan)
dated October 3, 2007, County residents can realize both financial savings and a reduction in the
use of fossil fuel by making informed energy choices; and
WHEREAS, the Executive Summary of the Energy Plan specifically recommends that
one of the highest impact actions that the County can take to meet its energy goals is
"distributing information to residents on compact fluorescent light bulbs, solar water heaters,
mass transit, and EnergyStaz appliances" (page ES-21); and
WHEREAS, according to the Energy Plan, the County should create a "Hawai`i Island
Energy Saver" guide using local electricity rates to inform residents of the true energy costs of
vazious appliances; and
WHEREAS, the Department of Research and Development is directly facilitating
Energy Plan implementation efforts; and
WHEREAS, the Department of Research and Development has an existing contract with
The Kohala Center for a public education campaign to increase citizen awazeness and
participation in energy goals; and
WHEREAS, funding has already been allocated for this public education campaign
through the existing contract with The Kohala Center; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that, by
Mazch 1, 2009, the Department of Research and Development, in partnership with The Kohala
Center, should create a consumer education website designed to help Hawaii Island residents
reduce their energy usage and costs by providing:
1) Energy usage calculations for major; types of appliances calculated to October 2008
HELCO rates;

2) Links to governmem sites ref;arding auto fuel efficiency, with some Hawaii Island
specific examples of how to calculate the yearly costs of fuel for various vehicles;
3) Energy-saving practices foi homeowners;
4) Articles on solar hot water and solar electric systems for the home;
5) A link to the County's Hele On Bus website to encourage use of public transport;
6) Updates on important energy-related legislation that has passed at the county, state,
and federal level; and
7) Other relevant energy-related information pr links.
BE IT FURTHER RESOLVED that the Director of the Department of Research and
Development present an overview of the energy website to the council by June 30, 2009.
BE IT FINALLY RESOLVED that the County Clerk shall forward certified copies of
this resolution to the Honorable Mayor Harry Kim and to the Director of the Department of
Research and Development.
