Re: Geothermal Asset Fund
The Planning Department would like to appropriate funds from the Geothermal
Asset Fund for the following
• Consultant Services - to assist the Planning Commission in the review of
claims. The claims adjuster will recommend whether or not the claim has
merit and if so, the amount of compensation.
• Payment of Claims - for payment of anticipated claims.

A. REQUEST:
The Planning Department requests to utilize the funds from the Geothermal Asset Fund (GAF) to implement the
GAF program pursuant to the authority conferred upon the Planning Commission by Ordinance Nos. 95 62 and 95
74, and in accordance with Rule 14 of the Planning Commission's Rules of Practice and Procedure. The total
contribution on hand within the GAF as of October 9, 1998 is $976,449.07. The GAF was created pursuant to
Condition No. 51 of Geothermal Resource Permit (GRP) No. 2 issued to Puna Geothermal Venture on October 3,
1989. The purpose of the GAF is for payment to claimant(s) who the Planning Commission finds has been
adversely impacted by activities authorized or unauthorized by GRP No. 2, and to authorize payment for community
approved geothermal impact mitigation projects within the Puna District.
[Mote: This request should not be confused with the Geothermal Relocation Revolving Fund.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED)
At this time we would like to set up the necessary accounts to appropriate the following amount for implementation
of the GAF program:
1. Consultant Services
Misc Contract Services 141-5145.02-115 $ 25,000.00
For a consultant services contract (claims adjuster) to assist the Planning Commission in the review of claims
filed in accordance with its Rule No. 14 (Geothermal Asset Fund). The claims adjuster will recommend to
the Planning Commission whether or not the claim has merit and if so, what amount of compensation. The
consultant services contract will be for $25,000.00.
2. Payment of Claims
Misc Charges 141-5145.02-341 $ 951,435.15
Although it is difficult to estimate the actual amounts to be paid for the various claims, based on a review of
the claims already filed with the Planning Commission, we are requesting an appropriation of $951,449.07
Additional claims are anticipated to be filed.
TOTAL REQUEST FOR APPROPRIATION: $ 976,435.15
