As a condition of permit approval for continued operations at the South Hilo Municipal Sold Waste Landfill, the State DofH, as the authorized approving governmental agency, mandates reduction of waste stream entering the landfill. C&D waste is one of the major waste components (greenwaste, glass, etc.) that must be segregated and removed prior to landfilling. Enclosed is a bill for an ordinance to appropriate $70,000 for the project. REQUEST: Amendment to Ordinance Bill 98-50 to add: HILO CONSTRUCTION & DEMOLITION (C&D) WASTE LANDFILL The project design and construction is to divert C & D waste from the South Hilo Municipal Solid Waste Landfill. Fiscal Year 1998-99 cost of planning is $70,000. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The State Department of Health's design requirements for C & D landfills are less stringent than for ordinary waste landfills.
