A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT(S)
WHEREAS, the Envision Downtown Hilo 2025 (EDH 2025) Community-Based Vision
and Living Action Plan was developed through a grassroots effort in order to create a unified
vision for the future of Downtown Hilo; and
WHEREAS, Phase II, implementation of the plan, called for the creation of a new
volunteer committee called the VisionKeepers to keep the plan alive, visible, and off the shelf;
and
WHEREAS, the VisionKeepers have developed a support network with Lead Solution
Partners (e.g., County government, community organizations, etc.) who have committed to
helping with implementing the plan; and
WHEREAS, the VisionKeepers will initiate the extensive community involvement
process necessary for the five-yeaz Action Plan Update to be unveiled in eazly 2010; and
WHEREAS, contingency relief funds from Council District 2 will be appropriated to the
Planning Department towazds the EDH 2025 VisionKeepers' hosting a town meeting, providing
assistance to Lead Solution Partners, producing the second EDH 2025 Annual Report, and
creating a revised Action Plan Matrix -Public Review Draft; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred appropriated as set forth below:

010.141.5141.02 Planning Department $10,000

BE IT FINALLY RESOLVED that the County Clerk shall forward a copy of this
resolution to the Planning Director and the Director of Finance and that the Director of Finance
is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
