County support for Miconia control is essential to maintain the campaign to stop this aggressive and invasive weed tree that endangers watersheds, agricultural lands and the native forests of our island. County contributions for 1997-98 of $100,000 to combat Miconia helped to leverage over $259,000 cash and in-kind services from state, federal and private partners. These funds will run out as of June 30, 1999. Without continued County funding, Miconia control efforts will end and the great gains made in the last 3 years will be lost. BIMAC is requesting an additional $150,000 from the County for the period J!1v'1, 1999 through 6,30,2001 (proposal attached). The proposal was also submitted to the County Department of Research and Development. BIMAC assures the County that at least a 1:1 cash match in non-county funding will be secured. Miconia is drawing increased attention in the national media, not only because of its ominous threat to Hawaiian ecosystems, but also due to the amazing cooperative effort that has been brought to bear for it's control. Robert Devine, in his book Alien Invasion (National Geographic Society, June 1998, p. 74) observes, "government, at all levels, has a key role to play in opposing the alien invasion... Miconia, for example, cannot be attacked successfully in a piecemeal fashion; it would be futile to prevent Miconia from establishing in Hawaii Volcanoes National Park while letting infestations prosper in adjacent areas..." County funding and support has been essential to catalyze the current effort. Though the battle will take years to win, we hope the Council will continue to support Operation Miconia. In exchange, BIMAC will continue to leverage funds from other sources, and manage Operation Miconia utilizing the most effective and efficient methods available. Miconia is now established largely in urban and rural residential areas. Small populations have developed around planted individuals or seeds dispersed from plantings. Miconia is now posed to spread explosively into our rangelands, agricultural areas, and forests. Control is possible now, if action is taken promptly. Native to Tropical America, Miconia is a member of the Melastome family, many species of which are aggressive weeds in Hawaii. It was introduced to Hawai'i as an ornamental in the 1960's because of its large attractive maroon and green leaves. It is now starting to spread from nurseries and gardens, largely in rural and agricultural areas. Miconia spreads from established trees into all habitats. These includes rangelands, abandoned cane fields, coffee plantations, forestry plantings, orchards, as well as natural forested areas. If Miconia spread is left unchecked, removing it in the future from agricultural areas and rangelands will place a very heavy financial burden on the island's agricultural, forestry, and cattle industries. Many agencies and individuals are alarmed about the spread of Miconia because of its behavior on another tropical island, Tahiti. There it has invaded rain forests similar to those found in Hawaii, and become the overwhelmingly dominant tree. Miconia seeds germinate and young trees rapidly grow in the deep shade of dense forests. It creates dense thickets, with some trees up to 50 fee in height that shade out other species. The invasion of Miconia in the remaining rain forests in Hawai'i will degrade plantations and watersheds and severely deplete the biological diversity of our forests that draws visitors from Asia and the Mainland. Based on its native range and spread in Tahfti, Miconia will be able to invade and dominate in all areas with more than 65 inches of rain per year and up to nearly 6,000 feet elevation. While the densest stands are currently found near sea level on the Big Island, Miconia to date is found up to 2,300 feet elevation. Each Miconia tree produces annually millions of tiny seeds that are readily dispersed by people, machinery and cards, birds, wind, and water. The most dangerous populations of Miconia are small outlying or satellite populations started as plantings or inadvertently. Seed will be dispersed from each of these populations, resulting in an explosive expansion of the Miconia (infestation). Left unchecked, it is expected that Miconia will invade and dominate the vegetation on areas with more than 65 inches of rainfall per year and up to 6000 feet in elevation on the Big Island. There is an estimated 450,00 acres of suitable habitat for Miconia on the Big Island (see attached maps). The pending threat of Miconia in Hawai'i has led to a recent emphasis on control of this species by many different agencies. Miconia was officially declared a noxious weed by the Hawai'i Department of Agriculture in 1992. In addition to the two ground control programs described below, a statewide program has been initiated to identify and test biological control agents that may be released for additional control of Miconia in the future. Cooperative Control Programs Containment and control of this alien weed is already underway, thanks largely to previous County funding The Big Island Melastome Action Committee (BIMAC) has been leading Miconia control efforts on the Big Island since August, 1996. BIMAC is a multi-agency collaborative effort to control the noxious weed Miconia calvescens on the island of Hawaii. A full listing of members and cooperators is attached. County funds have already helped leverage over $350,000 in cash and in-kind support to initiate Miconia control. Known Miconia infestations have been mapped and many populations have already been treated for the first time (see attached maps). A field crew of five has been hired through the Pacific Cooperative Studies Unit of the University of Hawaii. County funds have provided critical materials and supplies during 1996-1997. Progress reports for use of these funds are on file with Margarita Hopkins, County of Hawaii's Department of Research and Development. From August, 1996, through June, 1998 BIMAC and crews have accomplished the following. u Used $100,000 of County funds to leverage over $350,000 cash and in-kind match from the US Forest Service, National Fish and Wildlife Federation, Campbell Estate, KSBE, DOFAW, DOA, Alu Like and many others. The US Forest Service supports a FTE for project management. u Hired a full-time crew of five Miconia Killers through the University of Hawaii. Funding is from a mixed pot of "soft monies-. u Killed over 14,000 flowering trees, each with the potential to produce over a million tiny seed per year. All known mature trees in Puna have been destroyed. u Destroyed over 52,000 immature trees and countless seedlings. U Treated over 3,000 acres. Follow-up treatments will be needed to control newly emerging seedlings for up to 6 years after initial treatment. 0 Made dozens of group presentations, and hundreds of personal educational contacts. ii Responded to over 400 calls to the Miconia Hotline. u Received national attention in National Geographic and Forest Service publications. u Developed a highly effective and safe treatment method, treating the bases of individual trees with Garcon herbicide. There is no chance for herbicide drift. Trees are left standing, to die in place, so other vegetation slowly recaptures the site. DISTRIBUTIONAL INFORMATION NEEDS The first step, while Miconia still has a mainly suburban and rural distribution on this island, is to locate and specifically identify all the places where the plant occurs or has formerly occurred on the Big Island. Such effort should be accurate, complete, and should include all locations of Miconia, even if the plants have been killed. Indication of whether the plants have reached flowering or reproductive size is also important. This location information is needed to serve several functions. By knowing the complete Miconia distribution and patterns of occurrence, we can gain insight as to the scale and scope of the removal efforts required. We can determine the patterns, time scale and conditions of spread, and thereby project extended search areas and prioritize control locations for earliest action. Given the extreme dispersibility of Miconia, accurately mapped locations are essential for later returns to the controlled locations to search for recruitment from seeded individuals. Precise GPS locational information of outlier individuals and populations should be gathered during reconnaissance and control operations. These data are essential for thorough return monitoring and mop-up, especially if some of that is done by helicopter. Similarly, where appropriate, such GPS locational data can be used to guide helicopter spraying efforts, and to log progress. This computerized information can later be compiled and used to document Miconia distribution and to verify control and monitoring efficacy. Secondarily, and where needed, the locational information can be coupled with Country Real Property Tax Office records in order to obtain the mailing addresses of the resident and absentee owners of parcels which contain this noxious weed. This information will help in interfacing with the owners of infested land. Should there occur a non-cooperative landowner, the information could be presented to e ' the State Department of Agriculture, so that notices can be sent to the landowners informing them of the presence of this noxious weed and personnel under their direction will be entering their land to eliminate the plants. APPROACHES TO CONTROL Control strategy. The initial control strategy will be aimed at halting the expansion of Miconia around the Big Island. Once this is well under way, efforts can be extended to remove larger concentrations and contain their presence within well defined control areas. Emphasis will be placed on eliminating the seed producing capability of the species all over the island. Systematic return trips will be made periodically to all treated infestation sites to remove new growth from seed stocks in the soil and to search for overlooked individuals. Throughout the operations, extreme care will be taken to prevent unintentional spread of the seeds. Where practical, use of the pre-emergent herbicides or other measures may be made in order to lessen the task of cutting new growth while the seed reservoirs of the major infestation sites are being exhausted. Given that most seeds live less than 2-4 years and a very few to at least 6 years, a combination of eliminating all the largest plants and preventing any plants from producing seeds should remove the threat of Miconia in about eight years, plus an added safety monitoring time. After the more intensive initial control period, much of the effort and expense should be for monitoring and mop-up. Generalized duties of control teams. A. Continue to solicit exact locational information from the public and cooperators (e.g., helicopter pilots, tree trimmers, meter readers, linesmen, government extension agents, nurseries, garden stores, commercial horticulturists, landscaping professionals, community organizations, and similar individuals and businesses). Maintain the "Miconia Hotline" for receiving additional locational information. For each verified Miconia location, expand the search area to be sure of completeness. Collect GPS distributional information for each infestation area and compile small field maps to direct and document field control efforts. Document all surveillance and control efforts and keep mapped control and GPS records organize for future mop-up and monitoring work. B. Concentrate on eliminating the small outlying populations of plants, where the threat of expansion is the greatest, before addressing the larger populations. In the larger populations, target peripheral plants first. C. Curtail the current reproductive and dispersal capabilities of large populations in order to stop further expansion of the infestation. Prioritize removal efforts on the larger plants which have or soon will have the capability to form seeds. D. Monitor all controlled sites periodically, on the ground and/or in the air as appropriate. Search for missed individuals and eliminate regeneration from treated plants and seed bank. Priority tasks to be accomplished in 1999-2001 (See Attached Maps): Expand upon existing population surveys Conduct aerial and/or ground surveys in rural and remote areas that buffer currently known infestations to define outermost boundaries of infestations at: Top Priority: Kurtistown Kahaualea / Puna Forest Reserve Piihonua / Onomea ? Hilo Forest Reserve Akaka Falls - Hilo Forest Reserve Kaloko Glenwood Second priority: Panaewa Pahoa / Kaniahiku Waiakea Forest Reserve Ninole Hakalau Laupahoehoe Honalo Honaunau Treat accessible Miconia populations: New work: Destroy by chemical and/or mechanical means all accessible Miconia found during surveys in areas identified above. Mark all Miconia found by aerial survey with GPS , follow up on the ground and treat all marked trees. Sweep-survey 500 meters around each remotely located mature tree, map and destroy all Miconia found. Identify all Miconia populations that need special handling due to hazardous locations. Maintenance work on existing infestations: Revisit all previously worked infestations in remote, rural and residential areas, especially at the highest elevations and those bordering forests. High elevation infestations requiring special attention are: Honaunau, Honalo, Kaloko, Akaka Falls, Onomea, Mt. View, Eden Roc, Fem Forest. Continue to update database: Add locational information to GIS map including areas surveyed, areas controlled, Miconia plant locations, and GPS points when available. Add all details to computerized database. Maintain the Miconia Hotline Maintain the Miconia Hot line by following up in person, by phone and/or mail with all incoming reports and inquiries. Provide written instructions for the homeowner/renter regarding Miconia destruction methods, and stress the importance of reporting all Miconia findings to the Hotline. Log all relevant information to the project database and GIS map. Maintain and expand community involvement Issue periodic press releases, announce funding contributions and their sources, current program plans, progress and status. Make presentations to community groups and organizations. Continue to encourage community involvement by recruiting volunteers to assist with surveys, control work, and education. Submit monthly reports Submit monthly reports that include progress on the above tasks. Include the number of plants destroyed, acres treated or surveyed, number of calls to the hotline and other measurable results, as well as any unexpected obstacles or new findings encountered. Final report including maps, data on disk, summary of work and recommendations Include with annual and final reports paper copies of GIS maps, a disk copy of the database files, and descriptions of problems encountered in completing intended tasks, along with proposed solutions for any problems encountered (e.g., specific language for any needed changes in state or county legislation or regulations), and any other relevant information. Obtain matching funds The University and its partners on the Big Island Melastome Action Committee shall secure funds from non-County sources to match the County contribution at a minimum ratio of 1:1. This must be in the form of cash funds, i.e., not in-kind support, although it is understood that in-kind support is also encouraged. A copy of an official letter from the source agency for these funds shall suffice as proof that funds have been secured. Update long term management strategy Include in the final report a proposed plan for long-term Miconia control that contains new budget requirements and a recommended strategy for continued control efforts. Funding Request from Hawaii County A total of $150,000 ($75,000 per year) is being requested for FY-1999-2001 to help continue a viable Miconia control program on the Big Island. This effort will be supplemented by other on-going Miconia control efforts by the Hawaii Department of Agriculture. The USDA Forest Service has offered additional cash support. BIMAC will actively pursue additional funds from private foundations and organizations, including large landowners on the island of Hawaii. The Department of Land and Natural Resource, Department of Agriculture, National Park Service, and USGS Biological Resources Division have offered additional in-kind support. Funding received from Hawaii County will be used to support a full time ground control team of five people. Additional requests will be made to other agencies and landowners, to provide the remainder of funding needed for the control program on the Big Island in 1999-2001.
