Yamashiro per Communication No. 531, dated October 8, 1997, regarding the change of zone request by William V. Brilhante at Waiakea, South Hilo, Hawaii, TMK 2-2-35:91, reports as follows: Bill No. 148 amends Section 25-8-33 (City of Hilo Zone Map), Article 8, Chapter 25 (Zoning Code) by changing the district classification for approximately 10,525 squaze feet of land from Single Family Residential (RS-10) to Limited Industrial (ML-10) zoned district. The subject property is located at the northwest corner of Kanoelehua Avenue and Hualani Street intersection where the applicant intends to construct a 2,000 square foot single story building with businesses such as a photographic processing, air conditioning, and financial institutions. The landowner of the subject property is First Hawaiian Bank Trust of which William V. Brilhante is the Trustee. The subject property, rectangulaz in shape, has an existing single family dwelling which will be replaced with the new one-story building. Primary access for the proposed development of the subject property is from Kanoelehua Avenue, a state highway, under the jurisdiction of the State Department of Transportation. The subject property is also bordered along the south by Hualani Street, a 40-foot wide County right- of-way with an approximate 19-foot wide pavement in good condition, with a 2-foot wide grassed shoulder on the north side and no shoulder on the south side. Water is available to the subject property through an existing 12-inch waterline along Kanoelehua Avenue and an existing 6-inch waterline along Hualani Street fronting the subject property. The applicant will connect to existing sewer lines available from a collector line along Hualani Street. Surrounding uses neaz the subject property are single family residences, multiple family residences, retail stores, bank institutions, offices and restaurant establishments, wazehouses, service stations, and parcels zoned ML-20. Harper Car and Truck Rentals of Hawaii, which was recently zoned from RS-10 to ML-20, is an adjacent property to the north of the proposed development. PC REPORT N0: 3 PC-78 Page 2 November 4, 1997 Because the subject property has been developed, no endangered or threatened species of floral or fauna nor any archaeological sites are anticipated to be found on the subject property. The subject area has no severe topographic or geologic problems which cannot be properly rectified or which would render the land unusable for the proposed use. Your Committee concurs with the following reasons by the Planning Commission and the Planning Director for recommending a favorable consideration for the change of zone request: 1. The zone request conforms with the goals, policies and standards of the General Plan. 2. The zone request is consistent with General Plan Land Use Pattern Allocation Guide (LUPAG) Map which designates the area for Industrial. 3. All essential services and utilities, including water, wastewater and roadways will be provided. There was no discussion. Your Committee on Planning is in accord with the intent and purpose of Bill No. 148 and recommends that it pass first reading.
