Your Committee on Finance, to which was referred Bill No. 367, reports as follows:
Bill No. 367, transmitted by Director of Finance William Takaba, via Communication No. 1454, dated
September 9, 2008, amends Ordinance No. 08-79, as amended, the Capital Budget, ending
June 30, 2009, by adding the following project:
PUBLIC WORKS:
DPW Facilities Energy Efficient Systems 110.199.5199.38 $2,500,000
Funds for this appropriation increase shall be provided from:
General Obligation Bonds, Capital Projects Fund- $2,500,000
Fund Balance and/or other Sources
At the September 23, 2008 Committee on Finance meeting, Council Member Pete Hoffmann made a
motion to postpone, and was duly seconded by Council Member Bob Jacobson, followed by a vote of
the nine members in attendance, to hear this measure in the Committee on Finance meeting that is
scheduled for October 7, 2008, based upon the fact that there was no representative from the
Department of Public Works and no breakdown and/or assessment of the facilities for alternate energy
resources and model energy self-sufficiency.
Pursuant to Section 10-6(d), Hawai`i County Charter, the Council may amend the Capital Budget for
that year with a two-thirds vote.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 367, and recommends
it pass first reading.
