Your Committee on Planning, to which was referred Bill No. 284, transmitted by
Councilmember Jim Rath via Communication No. 1224, dated June 5, 1996 relating to off-street
parking regulation, reports as follows:
Bill No. 284 amends Division 4, Chapter 25 of the Hawaii County Code 1983, as amended, by
adding a new section which establishes an in-lieu fee for off-street pazking requirement within a
certain area in Kailua-Kona. The fee of $4,000 per pazking stall, would be held in a special fund
used to develop parking in the Kailua Village azea.
The designated azea within the Kailua Village would encompass lands makai (west) of Kuakini
Highway, fronting either side of Palani Road and Alii Drive and the north side of Hualalai Road.
Bill No. 284 was deferred at the Planning Committee's July 2, 1996 meeting and has become
technically flawed and outdated since the adoption of the new zoning code.
Based on the above, Your Committee on Planning recommends that Bill No. 28~ be filed.
