Your Committee on Planning, to which was referred Bill No. 262, transmitted by Planning
Commission Chairman Donald L. Manalili via Communication No. 1111, dated June 2, 1994,
regarding the change of zone request by Marjorie Hanson Stone at Waikoekoe, Hamakua,
Hawaii, TMK: 4-7-07:46, reports as follows:
Bill No. 262 amends Section 25-96 (Hamakua District Zone Map), Article 3, Chapter 25 (Zoning
Code) of the Hawaii County Code, by changing the district classification for approximately
57.61 acres of land from an Agricultural (A-40a) to an Agricultural (A-20a) zoned district.
The subject property is located along the south side of Mamalahoa Highway approximately 6,500
feet east of the Mamalahoa I{ighway/Hawaii Belt Highway intersection in the vicinity of
Lakeland Subdivision where the applicant intended to subdivide the subject property into two
lots consisting of 20 acres and 37.61 acres.
Access would be off the Mamalahoa Highway, a county maintained roadway with a 60-foot wide
right-of--way with an 18-foot wide pavement and 6-foot wide shoulders.
Water can be made available for the additional lot provided that a 4-inch waterline be installed
from the existing 12-inch waterline located approximately 3,500 feet from the subject property.
Very roughly, the installed waterline would cost $200,000.
Adjoining properties zoned A-40a, are used as pastures. However, a pazcel situated one lot to the
east was rezoned in 1986 from an A-40a to an A-20a zoned district.
The Land Study Bureau's Overall Master Productivity Rating of the subject properties is "C" or
Fair productivity potential for most agricultural uses and the Agricultural Lands of Importance to
the State of Hawaii (ALISH) Map system classifies the project azea as "Other Important
Agricultural Lands."
The subject property has no severe topographic or geologic problems which cannot be properly
rectified or which would render the land unusable for the proposed use.
The Planning Commission concurs with the following Planning Director's reasons for
recommending a favorable consideration of the change of zone:

1. The change of zone request conforms to the goals, policies and standards of the
General Plan.
2. The zone request conforms to the Land Use Pattern Allocation Guide (LUPAG)
Map of the General Plan which designates the subject property for Intensive
Agriculture.
3. All essential utilities and services are or will be available to the subject property.
Bill No. 262 was deferred at the Planning Committee's June 14, 1994 meeting. Your Committee
felt at the time that an A-20a designation may not be a desirable land use designation for the azea
being that most of the pazcels were zoned A-40a. Also, the applicant's representative stated that
cost for the installation of the waterline was neither affordable or realistic for the additional
meter.
Staff to the Platming Committee was verbally informed by the applicant's husband that the
subject property has been sold and the applicant is deceased.
Based on the above, Your Committee on Planning recommends that Bill No. 267 be filed.
