Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Planning, to which was referred Bill No. 102, transmitted by Mayor Stephen K. Yamashiro via Communication No. 356, dated June 5, 1997, regazding the change of zone request by KCOM Corporation at Waiakea, South Hilo, Hawaii, TMK: 2-2-32:23, 101, 102, ] 03 and 104, reports as follows: Bill No. 102 amends Section 25-8-33 (City of Hilo Zone Map), Article 8, Chapter 25 (Zoning Code) of the Hawaii County Code, by changing the district classification for approximately 147,736 square feet of land from Limited Industrial (ML-20) to Industrial-Commercial Mixed (MCX-20) zoned district. The subject property is located at the southeast corner of Kalanikoa and Kuawa Streets approximately 130 feet west of Kanoelehua Avenue where the applicant proposes to provide for areas of diversified businesses and employment opportunities related to airport, harbor and adjacent commercial activities including shopping, wholesaling, manufacturing, retailing, food service and construction. The landowner of the subject property is 3900 Corporation who has authorized KCOM Corporation to apply for the subject application. The subject property is comprised of five lots with Hilo Business and Storage Center located on its southern portion. Access would be by either Kalanikoa Street or Kuawa Street. Kalanikoa Street fronting the subject property to the west, is a County road with an approximate 20-foot wide pavement (in poor condition) with 6-foot wide gravel shoulders, all within a 60-foot right-of--way. Kuawa Street, fronting the subject property to the north, is a County road with an approximate 30-foot wide pavement (in fair to good condition) with a 2-foot concrete curb, gutter and sidewalk (6- foot wide with a 3'-6" wide planting area) on the northern side and 12-foot gravel shoulder on the southern side, all within a 60-foot right-of--way. Water is available from existing 8-inch waterlines along Kalanikoa and Kuawa Streets fronting the subject property. The applicant intends to connect to the main sewer line beneath Kalanikoa Street. Due to the previous use of the subject property and the commercial/industrial development of the surrounding area, it is not anticipated that endangered or threatened candidate species of flora or fauna aze located within the subject property, nor has any significant botanical or biological habitat been identified. It is also not anticipated that the proposed development will have any adverse impact on cultural or historical resources. PC REPORT NO. 67 ~r .s PC-67 Page 2 July 1, 1997 The subject property has no severe topographic or geologic problems which cannot be properly rectified or which would render the land unusable for the proposed use. The subject property is within an azea that has been extensively developed for commercial and industrial uses. Adjacent lands to the east, south and west aze zoned ML-20, except for land to the immediate north of the subject property which is zoned CN-10. Lands southwest of the subject property are zoned CG-7.5. Existing establishments surrounding the subject property include Morning Dew Restaurant and Lounge, Pacific Isle Packaging, HPM Truck Storage Yazd, American Machinery, Thy Word Ministries, Waiakea Kai Shopping Plaza (includes Tri-plex theatre, Fun Factory, McDonald's Restaurant & other retail establishments), Fiasco's Restaurant, Jack's Tours and the County Waiakea Recreation Center. The Planning Commission concurs with the following Planning Director's reasons for recommending a favorable consideration of the change of zone: 1. The change of zone request conforms to the goals, policies and standards of the General Plan. 2. The zone request conforms to the Land Use Pattern Allocation Guide (LUPAG) Map of the General Plan which designates the subject property for Industrial. 3. The Hilo Community Development Plan (CDP) adopted by resolution in 1975, suggests the retention of industrial zoned lands. 4. All essential utilities and services are or will be available to the subject property. Your Committee amended Conditions E and F of Bill No. 102 by clarifying language relating to roadway improvements. Your Committee on Planning is in accord with the intent and purpose of Bill No. 102, Draft 2, and recommends that it pass ilrst reading.
