Your Committee on Planning, to which was referred Bill No. 101, transmitted by Mayor Stephen
K. Yamashiro via Communication No. 355, dated June 5, 1997, regarding the change of zone
request by K. Taniguchi Ltd. at Waiakea, South Hilo, Hawaii, TMK: 2-2-40:7, reports as
follows:
Bill No. 101 amends Section 25-8-33 (City of Hilo Zone Map), Article 8, Chapter 25 (Zoning
Code) of the Hawaii County Code, by changing the district classification for approximately 2.00
acres of land from Single Family Residential-10,000 square feet (RS-10) to Neighborhood
Commercial-10,000 square feet (CN-10) zoned district.
The subject property is located along the east side of Kilauea .Avenue adjacent to the existing
KTA and Puainako Shopping Centers which the applicant intends to construct an additiona1211
parking stalls to accommodate employee and customer pazking for the existing KTA Shopping
Center.
The proposed parking is being provided due to the elimination of a number of stalls resulting
from the planned ingress/egress on Kanoelehua Avenue and to accommodate the increased
demand for customer pazking created by retailers who generate high turnover traffic within the
shopping complex.
The subject property consists of two separate legal parcels, each containing 1.00 acre in size and
identified as TMK: 2-2-40:7 and 8. According to the Real Property Tax Division, in 1968, the
area of Parcel 8 was dropped into Pazce17, resulting into a 2.00 acre pazcel. The Planning
Department has no record of the consolidation of Parcels 7 and 8.
The subject property is primarily vacant but a small portion is utilized for temporary unimproved
pazking area for the employees of the KTA Shopping Center. An existing 50-foot wide vehiculaz
access with a 28-foot wide pavement, traverses within the subject property's northern boundary
and has been utilized by the general public for ingress/egress purposes for both the KTA
Shopping Center and the Puainako Shopping Center.
Access to the subject property will be via the existing 50-foot wide private vehiculaz access
roadway which runs perpendicular to Kilauea Avenue, which has a 36-foot wide pavement
within a 60-foot wide right-of--way. According to the City of Hilo Zone Map and the General
Plan Facilities Map, Kilauea Avenue is reflected to be widened to an 80-foot wide right-of--way.

Surrounding lands and uses include single family residences on lands zoned RS-10, the existing
KTA Shopping Center and the Puainako Shopping Center zoned CN-10, and the Maebo Noodle
Factory and Kai Store on lands zoned CN-10 since 1967.
Water is available to the suhject property from an existing 10-inch waterline along Kilauea
Avenue.
Due to the previous residential use of the subject property and commercial development of the
surrounding azea, it is not anticipated that endangered or threatened candidate species of flora or
fauna are located within the subject property, nor has any significant botanical or biological
habitat been identified. It is also not anticipated that the proposed development will have any
adverse impact on cultural or historical resources.
The subject property has no severe topographic or geologic problems which cannot be properly
rectified or which would render the land unusable for the proposed use.
The Planning Commission concurs with the following Planning Director's reasons for
recommending a favorable consideration of the change of zone:
1. The change of zone request conforms to the goals, policies and standards of the
General Plan.
2. The zone request conforms to the Land Use Pattern Allocation Guide (LUPAG)
Map of the General Plan which designates the subject property for Medium
Density Urban Development.
3. The Hilo Community Development Plan (CDP) adopted by resolution in 1975,
designated the azea for residential use, but also recognized the need for future
commercial development to reinforce existing commercial azeas.
4. All essential utilities and services are or will be available to the subject property.
Your Committee amended Condition I of Bill No. 101 by clarifying language relating to the
requirements of infrastructure improvements.

and recommends that it pass first reading.
