REPORT OF THE <br /> COMMITTEE ON PLANNING <br /> DATE: May 6, 1997 Re: C-244 <br /> PLACE: Councilroom <br /> TIME: 1:45 p.m. <br /> Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Planning, to which was referred Bill No. 74 transmitted by Mayor Stephen <br /> K. Yamashiro via Communication No. 244, dated April 7, 1997, relating to minimum yards, <br /> reports as follows: <br /> Bill No. 74 amends Section 25-5-7 relating to minimum yards in the Single Family Residential <br /> (RS) District and 25-5-26 relating to minimum yards in the Double Family Residential (RD) <br /> District, Chapter 25 (Coning Code) of the Hawaii County Code. <br /> The purpose of Bill No. 74 is to delete reference to story for a building under the minimum side <br /> yard requirements within the applicable zoned districts. <br /> When reviewing a building plan, the Planning Director is concerned with the physical mass of <br /> the structure in relationship to the building site and boundaries and not so much with the interior <br /> levels of the structure. For example, there are concerns as to whether the definition of a story <br /> would be applied to a building which may be constructed as tri-levels interconnected with one, <br /> two or three steps.
