Your Committee on Finance, to which was referred Resolution No. 777-08, reports as follows:
Resolution No. 777-08, transmitted by Director of Finance William Takaba, via Communication
No. 1505, dated October 7, 2008, requesting the abolishment of its Right-of--Way Agent position, number
00-4722, and creating a Clerk III position for the Property Management Division within the Finance
Department.
The duties and responsibilities of the Right-of--Way Agent position are now included in the position
description of the Property Management Specialist position. The proposed Clerk III position will provide
needed clerical support for activities related to easements, encroachments, acquisition and disposal of
other County properties as well as the fiscal responsibilities related to lease agreements.
Pursuant to Article V, Section 5-1.3(c), Hawaii County Charter, the Mayor has the power to "Create
positions...for which appropriations have been made by the Council."
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 777-08, and
recommends its adoption.
