Your Committee on Finance, to which was referred Resolution No. 779-08, reports as follows:
Resolution No. 779-08, transmitted jointly with Bill No. 381 by Director of Finance William Takaba, via
Communication No. 1510, dated October 6, 2008, authorizes the Office of the Mayor to enter into an
agreement with the United States of America, for the Organized Crime Drug Enforcement Task Force
Program grant.
The U. S. Department of Justice, Drug Enforcement Administration is providing a $20,000 Organized
Crime Drug Enforcement Task Force (OCDETF) Program grant to the Hawaii County Police
Department. These funds will be used for overtime and travel costs incurred by deputized officers during
special investigations and prosecutions.
Lt. Richard Sherlock of the Hawaii Police Department stated that funds will be used for a specific
investigation to combat organized drug crime.
For informational purposes, Mr. Jacobson voted kanalua twice.
Pursuant to Section 46-7, Hawaii Revised Statutes, County Departments must obtain the consent of the
Council to enter into agreements with the federal or state governments respecting action to be taken
pursuant to any of the powers granted by law to furnish, expend and receive any funds or other assistance
in connection with projects being or to be undertaken pursuant to those powers.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 779-08, and
recommends its adoption.
