Your Committee on Finance, to which was referred Resolution No. 782-08, reports as follows:
Resolution No. 782-08, transmitted jointly with Bill No. 384 by Director of Finance William Takaba; via
Communication No. 1513, dated October 7, 2008, authorizes the Office of the Mayor to enter into an
agreement with the State of Hawaii Department of Transportation for a Traffic Investigation grant.
The State of Hawaii Department of Transportation Public Affairs -Safe Community Program is
providing a $18,570 Traffic Investigation grant to the Hawaii County Police Department. These funds
will be used to train officers in Crash Reconstruction Classes, to purchase a Crash Data Retrieval Module
for the Traffic Enforcement Unit, and to send officers to the Intoxilyzer Supervisor training session. In
the current fiscal yeaz's budget, this grant was anticipated and $12,000 was budgeted in the Traffic
Investigation expenditure account, however, the anticipated grant revenue was inadvertently placed in the
Traffic Training and Equipment account.
Pursuant to Section 46-7, Hawaii Revised Statutes, County DeparUnents must obtain the consent of the
Council to enter into agreements with the federal or state governments respecting action-to be taken
pursuant to any of the powers granted by law to furnish, expend and receive any funds or other assistance
in connection with projects being or to be undertaken pursuant to those powers.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 782-08, and
recommends its adoption.
