Yamashiro dated March 13, 1997, regarding the northern extension of Komohana Street, reports as follows: The purpose of Communication No. 209 was to submit for Council's consideration and action, the Planning Director's feasibility study regarding the northern extension of Komohana Street as directed by the Council, pursuant to Resolution No. 397-96. The study was conducted to determine the feasibility of deleting the northern extension of Komohana Street 80-foot right-of- way alignment as delineated on the General Plan Faci]ities Map and the City of Hilo Zoning Map. The section of the proposed 80-foot right-of--way alignment extends in a northerly direction from the intersection of Komohanai Street and Waianuenue Avenue over and across Wailuku River and onto lands on the Hamakua side of Wailuku River in Piihonua and Puueo, City of Hilo, South Hilo, Hawaii. Except for the State-owned properties and C. Brewer lands, all but one of seven affected properties have been developed with residences. The study stated that acquisition of the right-it=way and its construction along with a bridge across Wailuku River would be exorbitant. Acost-benefit analysis would conclude that this proposed right-of-way would be considered a very low priority for the City of Hilo and the County of Hawaii. Therefore, it is reasonable and fair to the public and to the private property owners to delete the proposed northern Komohana Street extension. Public testimony {iom one of the property owners affected by the said right-of--way expressed that the proposed alignment restricts the landowner from utilizing ilieir ]and to its highest and best use. Your Committee expressed concerns to this proposed right-of--way deletion and would like to pursue alternative routes to connect Hamakua with Hilo. Your Committee noted that the General Plan ten-year review would begin in about a year and perhaps that would be a more appropriate time to look into another alternative and more feasible alignment for the Komohana Street extension. PC REPORTNO.: 43 PC- 43 Page 2 April 1, 1997 Pursuant to the Section 6(B)(3)(c) of the General Plan relating to receipt of the feasibility study, the Council shall have sixty days to review and act on the study. Upon atwo-thirds vote of the entire membership of the Council, the Council may by resolution direct the Planning Director to initiate the proposed amendment in accordance with sections 6(B)(2)(c) and 6(B)(2)(d) of the General Plan. If the Council does not direct the Planning Director to initiate the proposed amendment, the same or substantially similar proposal may not be considered within one year following the end of the Council's 60-day review. It should be noted that any member of the Council may introduce a resolution to direct the Planning Director to initiate the deletion of the Komohana Street northern extension by May 17, 1997 which would mark the end of the sixty-day review period. In view of the above discussion, Your Committee recommends that Communication No. 209 be tiled.
