Your Committee on Planning, to which was referred Communication No. 180 transmitted by
Mayor Stephen K. Yamashiro dated February 27, 1997, reports as follows:
The purpose of Communication No. 180 is to recommend the appointment of the following
individual as a member of the Planning Commission:
Mr. James S. Souza of Hilo is nominated to fill the vacancy created by the expired term
of Mr. William F. Green, for a term ending December 31, 2001.
Mr. Souza, a member ofthe Republican Party, is a retiree who was employed as the
Director of the Service and Parts Department for Hawaii Motors from 1947 to 1991. He
is a member of South I Iilo Rotary Club, the Portuguese Chamber of Commerce and the
Kalanianaole School PTA.
Pursuant to Section 5-4.3 of the Hawaii County Charter, the mayor shall appoint members to the
Planning Commission to be confirmed by the Council, as prescribed in Section 13-4 of the
Hawaii County Charter.
Your Committee concurred with public testimony which supported Mr. Souza's appointment
because his past experience as a Council member will be an asset to the Planning Commission.
Your Committee also recognized Mr. Souza as a fair and respected person who is community-
oriented and civic-minded.
Mr. Souza, who will comply with the sunshine law and will be able to attend all of the Planning
Commission meetings, does not have any potential conflicts.
Your Committee on Planning recommends the approval of the appointment of Mr. James S.
Souza to the Planning Commission.
