Yamashiro per Communication No. 161, dated February l3, 1997, regarding the change of zone request by Kona Scenic Land, Inc. at Kalaoa 4th, North Kona, Hawaii, TMK: 7-3-10:37, reports as follows: Bill No. 48 amends Section 25-8-2 (North Kona Zone Map). Article 8, Chapter 25 of the Hawaii County Code by changing the district classification for approximately 10.283 acres of land from an Agricultural (A-Sa) to a Single Family Residential (RS-10) zoned district. The subject property is located on the makai side of Mamalahoa Highway between Kona Coastview (Nana Street) and Kona Palisades (Holoholo Street) subdivisions where the applicant proposes to develop a thirty four (34)-lot residential subdivision with minimum 10,000 square foot lots. . Concurrently, the applicant is also requesting a State Land Use Boundary amendment for the subject property from an Agricultural to an Urban district. The subject property, an irregular shaped lot, does not have any structures nor any agricultural activities. The property was used as a cattle pasture about 15 years ago, or longer. Access to the subject property is from Holoholo Street which connects to Ka'iminani Drive within the Kona Palisades Estates and/or Nana Street which connects to Ahikawa Street within the Kona Coast View subdivision. Holoholo Street has a 50-foot wide right-of--way with 20-foot wide pavement and Ka'iminani Drive which serves as the primary mauka-makai connector road has a 60-foot wide right-of--way with 24-foot wide pavement. Soils within the subject property have been classified as "E" or Very Poor for agricultural productivity by the Land Study Bureau's Detail Land Classification System and the soils within the subject property are unclassified by the Agricultural Lands of Importance to the State of Hawaii (ALISH) system. Water is provided to the subject property by a 8-inch county water line along Holoholo Street. Water availability is limited to a total of twenty tive units. 7'he additional 9 units may become available in the future through on going system improvements program that consist of source development and reservoir storage and transmission waterline improvements. Therefore, the subject property will be developed in two increments. PC REPORT NO.: 35 PC- 3 5 Page 2 March 6, 1997 Wastewater from the proposed development will be disposed of by the prevailing requirements of the State Department of Health's rules and regulations to be installed by the respective homeowners. The subject property has no severe geological or topograplrica] problems which cannot be properly rectified or which would render the land unusable. The area is outside of the 500-year flood plain and no significant drainageway are anticipated. There were some sites of archaelogical significance but none were recommended for physical preservation. Your Committee concurs with the following reasons by the Planning Commission and the Planning Director for recommending a favorable consideration for the change of zone request: 1. The boundary amendment conforms with the goals, policies and standards of the General Plan. 2. The proposed reclassification is consistent with General Plan Land Use pattern Allocation Guide (LUPAG) Map which designates the area for Urban Expansion. 3. The Kona Regional Plan recommends the area for residential four units per acre. 4. All essential services and utilities, including water, wastewater and roadways will be provided. Your Committee amended Bill No. 48 by including language used consistently in similaz zoning bills. Your Committee on Planning is in accord with the intent and purpose of Bill No. 48, Draft 2, and recommends that it pass first reading.
