Yamashiro dated February 12, 1997, reports as follows: The purpose of Communication No. 153 is to recommend the appointment of the following individual as a member of the Hawaii County Water Commission: Mr. Yukio Takeya of Hilo, a member of the Democratic Party, is nominated to fill a vacancy created by the expired term of Glenn A. Santos of Hilo, for a term ending December 31, 2001. Mr. Takeya has been the President and Principal Broker of Ala Kai Realty, Inc. since 1971. He is President of Destination Hilo, and a member of the Hawaii Association of Realtors, the Downtown Improvement Association and the Japanese Chamber of Commerce and Industry of Hawaii. Pursuant to Section 8-2 of the Hawaii County Charter, the mayor shall appoint members to the Water Commission to be confirmed by the Council, as prescribed in Section 13-4 of the Hawaii County Charter. Public testimony expressed concerns relating to Mr. Takeya's experience and knowledge of water policies and issues and if he would be willing to excuse himself from voting on a matter should any potential conflicts arise. However, Your Committee noted that no other qualifications are required by the Charter except that a member shall represent the community and geological areas. Mr. Takeya, who was not able to attend Your Committee's meeting, is requested to attend the Council meeting considering his appointment. Your Committee on Planning recommends the approval of the appointment of Mr. Yukio Takeya to the Water Commission.
