Your Committee on Planning, to which was referred Communication No. 143 transmitted by
Mayor Stephen K. Yamashiro dated February 7, 199"7, reports as follows:
The purpose of Communication No. 143 is to recommend the appointment of the following
individual as a member of the Hawaii County Board of Appeals:
Mr. William F. Green of Hilo, is nominated to fill the vacancy created by the unexpired
term ending December 31, 1997 of Ms. Mildred C. Mosher of Ka'u who has resigned to
served as a member of the Hawaii County Planing Commission.
Mr. Green, a Democrat, has been the ownerlproprietor of the PCI Chemical Corporation
since 1991. Prior to that he was employed as a Vice President of Sales with Allied
Machinery (1970-1990). He is a member of the Board of the Hilo Yacht Club and Vice
President of the Hilo Stroke Club of the American Heari Association.
Pursuant to Section 5-6.3 of the Hawaii County Charter, the mayor shall appoint members to the
Board of Appeals to be confirmed by the Council, as prescribed in Section 13-4 of the Hawaii
County Charter.
Mr. Green, who does not have any potential conflicts, has the time and commitment to serve as a
member of the Board of Appeals in the public's interest. Mr. Green has also served on a County
commission before.
Your Committee on Planning recommends the approval of the appointment of Mr. William F.
Green to the Board of Appeals.
