Your Committee on Planning, to which was referred Bill No. 27, transmitted by Mayor Stephen
K. Yamashiro per Communication No. 77, dated December 27, 1996, regazding the change of
zone request by John W. Hoffee, H at Anaehoomalu, South Kohala, Hawaii, TMK: 6-9-07:15,
reports as follows:
Bill No. 27 amends the Section 25-95G (Puako-Anaehoomalu Zone Map), Article 3, Chapter 25
(Zoning Code) of the Hawaii County Code, by changing the district classification for
approximately 10+ acres of land from Open (O) to Resort-Hotel (V-2a) zoned district.
The subject property is located on the south side of the Waikoloa Beach Resort and abutting the
South Kohala-North Kona District boundary where the applicant intends to develop aten-
bedroom single-family resort dwelling with three separate bedroom units connected by a covered
walkway; a caretaker's quarters, tennis court; spa, pool and open air pavilion.
Access to the subject property is from the Queen Kaahumanu Highway on toWaikoloa Beach
Drive and then via a private road known as the Anaehoomalu Beach Park access road.
The applicant has an agreement with the Waikoloa Resort Utilities, Inc. for water service with a
maximum of 30,000 gallons of water per month and increasing to an amount not to exceed
90,000 gallons per month for four single family dwellings. The wastewater generated from the
proposed development will be disposed of by a wastewater treatment system meeting the
requirements of the Department of Health's standards for a private wastewater treatment system
The subject property is within the SMA boundary. 'The applicant will file an SMA application
prior to commencement of any development within the area.
In 1996, an addendum archaeological survey, was conducted on the subject property by Paul H.
Rosendahl, Inc. Two sites of Hawaiian petroglyphs, a small modified anchialine pond and a
larger, modified B-lobed anchialine pond, were identified as significant for their informational
content and should be preserved.
There are no known rare or endangered plant life on the property or in its immediate vicinity. A
preliminary inventory of the aquatic resources of two anchialine ponds was conducted by
Richard E. Brock, Ph. D. in March ] 996, which revealed no unusual anchialine species in either
ponds and that all species encountered are common in the West Hawaii anchialine biotope.

Mauka-makai public accesses, as well as lateral access to and along the shoreline aze already
provided within the Waikoloa Beach Resort area. Although there aze no major trails traversing
the subject property, specific treatment for trails and other features designated for preservation
would be determined as part of the archaeological approval process.
The subject property is bordered by the Waikoloa Beach Resort to the north and lands to the east
are zoned Open, RM, CV-10 and Resort-Hotel (V-1.25). Lands to the south are zoned Open.
The subject property has no severe geological or topographical problems which cannot be
properly rectified or which would render the land unusable.
Your Committee concurs with the following reasons by the Planning Commission and the
Planning Director for recommending a favorable consideration for the change of zone request:
1. The zone request conforms to the goals, policies and standards of the General
Plan.
2. The zone request conforms to the General Plan's Land Use Pattern Allocation
Guide (LUPAG) Map which designates the area "Resort."
3. All essential services and utilities, including water, wastewater and roadways will
be provided.
Your Committee noted that the subject property was known as the Parker Ranch recreational azea
used as a private beach and campsite for Parker Ranch employees.
Your Committee amended Bill No. 27, with the circulated Draft 2, by including language used
consistently in similar zoning bills.
Your Committee on Planning is in accord with the intent and purpose of Bill No. 27, Draft 2,-and
recommends that it pass first reading.
