Your Committee on Planning, to which was referred Bill No. 371, transmitted by Mayor Stephen
K. Yamashiro per Communication No. 1473, dated November 7, 1996, regarding the planning
director initiated General Plan amendment, reports as follows:
Bill No. 371 amends the County of Hawaii General Plan as adopted by Ordinance No. 89-142
and as amended by Ordinance Nos. 90-71, 91-48, 91-72, 91-131, 92-115, 93-10 and 93-11. The
purpose of the amendment is to redesignate approximately 25± acres of land, identified by Tax
Map Key 8-1-04:Portion of 3, located at Keckee 2nd, Ilikahi, Kanakau ist and 2nd and Kalukalu
1st, 2nd and 3rd, South Kona, Hawaii, from "Orchards" to "Resort." Also, Bill No. 371 amends
the General Plan Land Use Element (page 81 of Exhibit "C") to add Keekee to Kalukalu to the
list of Resort (Retreat) Areas.
The subject area, owned in lee by Oceanside 1250, is part of the planned Village at Hokukano
development which is located makai of the Mamalahoa Highway and makai of Kealakekua
Village. Oceanside is proposing to develop a members' lodge on a portion of the subject area
which is designated within the 1,550 acre master planned community.
The lodge, intended for members and their guest, is planned to accommodate up to 80 units
within approximately 34 bungalow-type cottages. Amain two-level pavilion will accommodate
reception, dining and housing facilities as well as administrative and member's service function
areas.
Concurrently, Oceanside is requesting a Change of Zone from an A-la to V-6.0 zoned district
and a State Land Ilse Boundary Amendments from Agricultural to an Urban designation.
The requirement of Chapter 343, Hawaii Revised Statutes, for the Villages at Hokukano
development, including the members' lodge, were met upon the completion of the Final
Environmental Impact Statement which assessed the potential impacts of the development.
The Planning Commission concurs with the following Planning Director's reasons for
recommending a favorable consideration for the General Plan amendment:
] . The proposed amendment is consistent with the goals, policies and standards for a
retreat resort designation on the General Plan LUPAG Map. The proposed lodge
meets the standards for a Retreat Resort area in its density, scale and purpose.

2. The proposed amendment is consistent with the Land Use Element of the General
Plan. All essential services and utilities, including water, wastewater and
roadways will be provided.
3. The proposed amendment is consistent with the Land Use Concepts and Land Use
Pattern Acreage Allocations established in the General Plan Support Document.
Up to 45 acres of additional resort designated areas can be accommodated in the
South Kona district because only the Honaunau-Keei Intermediate Resort area is
presently identified.
Your Committee expressed concerns relating to the process and provisions for proposed General
Plan amendments initiated by the Planning Director. Corporation Counsel clarified that the
charter provides that amendments to the General Plan may be initiated by the Council or the
Planning Director. Also, Planning Department Rule 4-6 involving interim amendments, restates
provision in the General Plan regarding the process and notification for Director-initiated interim
amendments to the General Plan.
Your Committee on Planning is in accord with the intent and purpose of Bill No. 371 and
recommends that it pass first reading.
