Yamashiro per Communication No. 64, dated December 27, 1996, regazding the change of zone request by Walua Road Joint Venture at Puaa 3rd, North Kona, Hawaii, TMK: 7-5-18:19, reports as follows: Bill No. 20 amends Section 25-89 (Kailua Urban "Lone Map), Article 3, Chapter 25 (Zoning Code) of the Hawaii County Code, by changing the district classification for approximately 0.533 acre of ]and from Multiple Family Residential (RM-l) to Village Commercial (CV-10) zoned district. The subject property is located between Alii Drive and Walua Road approximately 370 feet south of the Alii Drive/Walua Road junction where the applicant proposes to construct a 10,000 squaze foot, 3-story professional office building with 25-parking stalls and perimeter landscaping. Access to the subject property is provided by Walua Road which has aright-of--way varying from 40 to 50 feet with two ten feet lanes and minimal shoulders. Water is provided to the subject property from a 6-inch county water line within Alii Drive. An existing brackish water well on the subject property will be retrofitted to provide irrigation water for the intended xeriscape landscaping. Wastewater will be disposed of through a 4-inch stubout connection to the 8-inch sewer main along Alii Drive. Because the subject property is situated within the Special Management Area (SMA), a SMA Use Permit Application has been filed concurrently with the change of zone request. Surrounding land uses to the north of the subject property is a proposed office complex zoned CV-10 and V-.75; vacant lands to the south and west are zoned RM-1; and in the immediate vicinity of the subject property are various resort, multiple family residential and commercial uses on lands zoned V-.75, RS-lQ CV-10 and RM-1. Due to the improved nature of the subject property as a residential homesite and the immediate surrounding area, it is unlikely to contain any significant historical sites or provide habitat for endangered plants and animal species. A previous sewer project encountered a lava tube east of PC REPORT NO.: 21 e PC- 21 Page 2 January 28, 1997 Walua Road and the subject property. In the event that another lava tube is encountered, a field investigation will be conducted. The subject property has no severe geological or topographical problems which cannot be properly rectified or which would render the land unusable. The property is located within the Kailua Village Design District and the area has been designated Commercial/Residential Mixed Use. The Design Commission has recommended approval of the project. The Planning Commission concurs with the following Planning Directoi s reasons for recommending a favorable consideration for the change of zone request: 1. The zone request is conforms to the goals, policies and standards of the General Plan. 2. The zone request conforms to the General Plan's Land Use Pattern Allocation Guide (LUPAG) Map which designates the area for Medium Density. 3. The zone request is consistent with the Kona Regional Plan and its Zone Guide Map which suggest the area for Village Commercial uses. 4. All essential services and utilities, including water, wastewater and roadways will be provided. Your Committee amended Bill No. 20 by including language used consistently in similar zoning bills. Your Committee on Planning is in accord with the intent and purpose of Bill No. 20, Draft 2, and recommends that it pass first reading.
