Your Committee on Planning, to which was referred Bill No. 439 relating to noise control,
reports as follows:
Bill No. 439 amends Article 3, Chapter l4 of the Hawaii County Code by restricting the use of
motorcycles designed for off-road racing and/orjumping in certain areas. Also, motorcycle is
defined and a penalty for such violation is included.

Bill No. 439 was approved on first reading in 1987 and referred back to the Planning Committee.
It has since been deferred.
In view of the lengthy deferral, Your Committee on Planning recommends that Bill No. 439 be
filed.
