Hale via Communication No. 687, dated November 1, 1993, relating to golf
courses, reports as follows:
Bill No. 164 amends Chapter 25 (Zoning Code) of the Hawaii County Code, as amended,
relating to Golf courses. The purpose of the bill is to amend Chapter 25 by I) deleting golf
courses as permitted uses within the Single Family Residential (RS) and Residential and
Agricultural (RA) districts; 2) deleting golf courses as uses for which a use permit may be
obtained in the Agricultural (A) and Unplanned (U) districts; and 3) maintaining golf courses as
a permitted use in the Open (O) district and further clarifying the purpose and applicability of the
Open district. In addition, the bill requires all proposed zoning amendments involving golf
course developments to submit an environmental impact statement.
Bill No. 164 was deferred at the Planning Committee's November 30, 1993 meeting.
Recently, the County adopted revisions to the Zoning Code which requires that golf courses and
related golf course uses including golf driving ranges, golf maintenance buildings and golf club
house require use permits in the RS, RD, RM, RCX, RA, FA, A, V, CG, CV, and O districts.
Based on this recent action, Four Committee on Planning recommends that Bill No. 164 be filed.
CES
AYES NOE A&E EX Respectfully submitted
LEITHEAD-TODD X COMMITTEE O LAN NG

TYLEA _
cnunrG X CCC ~
REYNOLDS x JEAN LEITHEAD-TODD, CHAIR
SANTANGELO
sMiTn g PC REPORT NO. 12
vAGONG X ADOPTED: MFR t 4 +49~
ARAKAKI E.O.M.
