Your Committee on Planning, to which was referred Bill No. 100 transmitted by the Planning
Commission via Communication No. 462, dated June 18, 1993, relating to environmental
impact statements, reports as follows:
Bill No. 100 amends Article 1, Chapter 25 (Zoning Code) of the Hawaii County Code, as
amended, relating to environmental impact statements. The purpose of the amendments are to
delete references to environmental impact statement(s) which may have been required by the
Planning Commission's consideration of issuing Planned Development Permits. Ordinance 902
(1983) repealed the provisions of the Zoning Code requiring a Planned Development Permit for a
hotel and/or condominium development project.
Bill No. 100 was discussed and deterred at the Planning Committee's July 12, 1993 meeting and
also at its July 26, 1993 meeting.
Recently, the County adopted revisions to the Zoning Code, which require every zoning
application regardless of the type of project, to submit a county environmental report.
Based on the above, Your Committee on Planning recommends that Bill No. 100~be filed.
