Your Committee on Planning, to which was referred Resolution No. 147-93 transmitted by
Council Member Keola Childs via Communication No. 739 dated December 8, 1993, relating to
the LESA factors of agricultural lands, reports as follows:
The purpose of Resolution No. 147-93 is to request the Planning Department to utilize the
alternate system of Land Evaluation and Site Assessment (LESA)-based land evaluation
standards, criteria, maps and associated data as produced by the Office of State Planning when
evaluating requests for the zoning of agricultural lands or issuing of special use permits, adopt
and institute an interim county LESA system, until the county formally adopts and institutes a
county LESA system.
The Resolution also asks that when the lands under review are determined to be Important
Agricultural Lands, the Planning Department is requested to give great weight to this finding
during its consideration and recommendation of the subject applications.
Resolution No. 147-93 was discussed and deferred by YGUI Committee at its December 21, 1993
meeting. However, Resolution No. 148 ~)3 was adopted on January 12, 1994 which requested
the mayor to develop a county LESA system to identify and map important agricultural lands.
In view of the above, Your Committec on Planning recommends that Resolution No. 147-93 be
filed.
