Revisions have been made to the Rules of Procedure and Organization of the Council as follows:
Rule No. 2, Meetines
No. 9, Attendance: Replaced in its entirety with new language so that staff can receive written
notification and approval of Council Members attending meetings by videoconference before the
agenda deadline.
Rule No. 5, Committees
No. 6(a), Committee Chairperson: Inserted new language as rule 6(a) and renumbered the following
rules. The new language is to be consistent with the rules for Council Chairperson.
Rule No. 7, Ad Hoc Committees
Replaced in its entirety with new language to be consistent with the Sunshine Law.
Rule No. 10, Votin¢
Nos. 2, 3 and 4: Replaced in its entirety with new language in order to address the need for roll call
vote when Council Members are attending meetings by videoconference.
Rule No. 13, Public Statements and Testimonv
No. 1, Written Testimonv: Inserted new language to address the concerns of staff regarding last
minute testimonies that have to be copied and distributed during Council and Committee meetings.
No. 2(b), Oral Testimonv: Inserted new language to allow the public to register for testimony
anytime during statements from the public. The current rule doesn't allow the public to register once
the meeting is convened.
No. 4: This is a new rule which prohibits Council Members from making comments or asking
questions of testifiers during statements from the public. A Council Member may, however, request
that a person presenting public testimony on an agenda item be available for questions during
subsequent discussion. (, ~

Rule No. 19, Order and Decorum
No. 6: Replaced in its entirety with new language to simplify the purpose of the rule:
No. 7: Deleted in its entirety and renumbered the following rules. This rule was not necessary as it
would have required a Council Member to receive permission from the Chairperson every time
he/she stepped out from the meeting regardless of the reason.
Rule No. 24, Sills and Resolutions
No. 1(bl, General Procedures: Revised the language to be consistent with actual Council and
Committee agenda deadlines:
Rule No. 27, Council Members, Staff and Allowances
No. 1 :Deleted in its entirety as it is no longer needed. This rule was established to protect those
employees whose salary exceeded the amount established in the Salary Ordinance of 2005.
Currently, all employees are within the limits of the Salary Ordinance of 2008.
No. 2(a) and (c) and No. 3(a) and (b~: Deleted the dollar amount for DAE/Contingency Relief so the
Council is not locked in to any one amount. Also allows incumbents who are reelected in either the
primary or general election to immediately receive the entire allotted amount in DAE/Contingency
Relief.
Rule No. 29, Deputy County Clerk
No. 2(b) and (~: Deleted in its entirety and renumbered the following items. These rules were
removed so as to not limit the duties of the Deputy Clerk.
Rule No. 30, Legislative Research Branch
No. 2(g), County's Legislative Drafting Manual: Deleted in its entirety and renumbered the ~
following items. This was removed as the Legislative Research Branch does not revise this manual.
The rules regarding Subcommittees and Legislative Auditor have been deleted in its entirety. The
rules on Subcommittees was not necessary as it serves the same functions as the Ad Hoc
Committees. The rules on Legislative Auditor will be added at a later time in order to include the
new Charter rules and to allow the appointed Legislative Auditor to provide input and possible
recommendations for the rules.
In addition, minor changes were made to correct misspellings, formatting, and repetitive language.
